The subject of the contract consists of the provision of technical assistance for the implementation and comprehensive management of an Ecosocial Innovation HUB that connects public and private actors, promotes citizen participation, and accelerates innovative solutions to drive a green, digital, and inclusive urban transition. This is to be achieved through an integral operational deployment structured in the following areas. Kick-off and planning: initial work plan and control panel. Open innovation ecosystem: activation of a multi-actor network (university, businesses, and citizens). Collaborative governance: strategic direction framework and municipal coordination. Portfolio of experimental projects: technical support for pilots. Participation and futures laboratory: citizen co-creation methodologies. Transformative narrative: strategic communication and mandatory FEDER visibility. Digital transition: digital tools and culture, with a focus on the Pérez Cubillas neighborhood. Ordinary management: daily administration, monthly reports, and web maintenance. Presence: guarantee of a minimum of 1,050 annual hours of effective on-site activity.
