The subject of the public procurement is the provision of the role of a cybersecurity manager for the contracting authority – Mendel University in Brno – in accordance with the requirements of Act No. 264/2025 Coll., on cybersecurity, as amended (hereinafter also "ZKB"). The contracting authority is an obligated entity under the ZKB. The contracting authority is seeking the service of a Cybersecurity Manager (MKB) in the form of outsourcing from a capable external provider – a legal or natural person. The provider will ensure the performance of the MKB role through outsourcing and will fulfill all obligations arising from: 1. the Act on Cybersecurity, 2. implementing regulations, 3. the regulator's requirements, 4. the contracting authority's internal security regulations, including the methodological management of the Information Security Management System (ISMS), the coordination of the implementation of security measures, support for the management of cyber risks and incidents, and communication with the regulator. The MKB service will be provided with professional care and in a quality corresponding to the position of the contracting authority as a provider of a regulated service in a regime of higher obligations. The minimum requirements for the subject of the public procurement contract are defined by the technical and commercial conditions set out in this tender documentation, in particular in Annex No. 1 – subject specification and Annex No. 2 – draft contract for the provision of cybersecurity manager services.
