Description
The new construction of the training rescue station at Peter-Paul-Str. 12, 39106 Magdeburg is necessary due to an urgently required change of location of the existing training rescue station. There are significant structural, functional and hygienic deficiencies at the current location. The only access and exit for emergency vehicles is via a passage through a third-party property, for which only a tolerated right of passage exists. This can be revoked at short notice and would result in an immediate loss of functionality of the rescue station. The new construction, including the structural and technical connection to the Fire Station North, including the outdoor facilities, is to be tendered as a general contractor/ general contractor service for the construction services of cost groups 300, 400 and 500. The basis for the construction service is the building permit, the execution planning and the performance description. The building has a gross floor area of 4,473 m² and a volume of 19,134 m³. Since the permissible building mass according to the development plan for the property has been exhausted, there are no adjustment options for the planned building and the existing dimensions must be strictly adhered to for all components. The building adjoins the existing building of the Fire Station North and creates a spatial connection between the two buildings. The ground floor consists of a vehicle hall with parking spaces for five rescue service and two emergency medical service vehicles as well as a decontamination area. A training arena with three scenario areas as well as technical and storage rooms are also located on the ground floor. The 1st floor mainly represents the office and training area of the rescue service. The staggered 2nd floor comprises the rest and break rooms. A separate property drainage system in the separate system is planned for the new building in addition to the existing building/ site. The rainwater is discharged into trench systems and infiltration ditches. These are arranged outside the suspected contaminated sites. In addition, the roof surfaces are designed as retention green roofs for the retention and throttled discharge of the precipitation water. An air-source heat pump at outside temperatures greater than 0°C and a supply via the existing gas condensing boiler of the FW-Nord is planned as a bivalent heating system. A mechanical ventilation and extraction system as well as a building automation system are planned. The parking spaces for the emergency service vehicles must be equipped with an exhaust gas extraction system and a compressed air supply. The training rescue station is subject to an awarded crisis-proof requirements profile and must have a corresponding in-house supply (digital alarming). The general power supply (AV) is ensured via a customer-owned transformer station. A standby power system must be installed in case of a power failure. A photovoltaic system will be installed on the roof surfaces. A change in the execution planning and adaptations in the area of dimensions, construction or equipment is not permitted. This also applies to a change in planning to a modular construction method (modular system). Only the client has the right to change the planning. The scope of the GU's services is the turnkey construction of the building, the outdoor facilities with carport, car parking spaces, sports field, equipment of the kitchens, decontamination areas for the rescue service, airlock system for the laundry pool and the technical building equipment including the technical equipment of the training arena. The scope of a turnkey construction also includes the complete, technically unrestricted functional, building-legally acceptable, and defect-free handover of the project. Essential components of a defect-free handover are a prior commissioning regulation and the handover of a complete documentation.
