Within the Province of Limburg, several directorate and management vacancies in scales 13 to 18 arise annually that cannot be filled internally or through the Internal labour market. Up to now, each vacancy that cannot be filled internally has been followed by a tender to engage a search firm. For efficiency reasons, it has been decided to proceed with a European tender for the conclusion of a framework agreement with a maximum of three executive search firms, to support the recruitment and selection procedures for directorate and management functions in scales 13 to 18. Two lots are distinguished: Lot 1 management (directorate) functions in scales 15-18; and Lot 2 management functions in scales 13-14. For each lot, the contracting authority wishes to contract a maximum of three agencies. An order will only be awarded at the moment when the organisation itself has failed to fill the vacancy. Province of Limburg wishes to collaborate on a multi-year basis with a maximum of 3 specialised search firms per lot in the field of qualitative (public) leadership. The aim is to establish a multi-year partnership in order to not only achieve the filling of the vacancy quickly and effectively, but also qualitatively, because these search firms will get to know the organisation and its culture better and will therefore be able to respond better.
