Description
The Immobilien Projektmanagement Düsseldorf GmbH (IPM) is a 100% subsidiary of the State Capital Düsseldorf (LHD). IPM carries out various construction contracts on behalf of the LHD. It intends to have a new building for the Health Department in Düsseldorf constructed in the city centre of Düsseldorf, between Konrad-Adenauer-Platz, Harkortstraße and Graf-Adolf-Straße, on behalf of the LHD. The subject of the overall project is the new construction of a modern, public-oriented and at the same time internally efficient health department or centre for public health. The building is to accommodate various uses of the public health service and create a contemporary, barrier-free, sustainable and functionally flexible working and service environment. Additionally, a bicycle garage with its own usage and operating logic will be integrated into the building. The bicycle garage is intended to improve the cycling infrastructure in the station area and provide a high-performance, easily accessible and user-friendly parking facility for approximately 1,900 bicycles. The demolition of the existing Hansahaus is a crucial prerequisite for the realisation of the new building but will be carried out as a preliminary measure separately and is not the subject of this procurement procedure. The contracting authority is considering implementing the project within the framework of a Partnership Contracting (Partnering Procedure). The central component of the Partnering model is the involvement of the executing general contractor in the early planning phase of LP 3 HOAI to ensure planning and cost certainty at an early stage. The general planner has already been determined and commissioned through a preceding architectural competition. During the ongoing LP 3 HOAI, the contractor is to be involved in the planning process and optimise the plans from the perspective of construction execution. According to the current status, a two-stage contract structure is planned: With the award of the contract, the general contractor will initially be commissioned to provide collaboration and consulting services during the ongoing development of LP 3 HOAI (Preconstruction Phase). In the Preconstruction Phase, the general contractor will be involved in particular in the development and optimisation of the design planning and will advise on scheduling, construction logistics and cost-effectiveness. Upon completion of the Preconstruction Phase, the general contractor will assume full planning responsibility. The remuneration for LP 3 will presumably be based on an hourly quota. IPM will optionally call for the further planning and construction services for the turnkey construction of the health department after completion of the Preconstruction Phase. The award of the further planning and construction services is subject to an implementation and financing decision by the Council of the State Capital Düsseldorf. There is no legal entitlement to be awarded the services of the second stage. The contracting authority aims to effectively utilise the experience and knowledge of the contractor, particularly with regard to planning optimisations, construction processes and procedures, site management and logistics, as well as cost and schedule optimisations, in an early phase of the project. Experience and knowledge from the fields of planning and execution are to be exchanged in such a way that the transfer between planning and construction execution can be implemented smoothly. Interfaces are to be identified and defined at an early stage in order to avoid conflicts between planning and execution and to be able to focus on optimising performance. The contractor will provide its services together with the general planner and the other specialist planners and consultants, taking into account the experiences and knowledge of the other project participants in the sense of the principle "best for project". Efficient and goal-oriented cooperation of all project partners to achieve the best possible project goals requires that the partners are willing to cooperate and collaborate to a high degree. In combination with the aforementioned partnership-based project implementation, the contracting authority also intends to use collaborative working methods (Lean Construction and Building Information Modelling (BIM)).
