The present consultation aims to entrust a concessionaire with the creation and operation of a cold production facility using Seine water in the municipality of Levallois-Perret. The mandatory base offer includes a 25-year duration, which in principle allows for the economic amortization of the investments made. Candidates must necessarily respond to a mandatory option for a 14-year duration from 1 January 2028 and payment by the City of a Net Book Value (NBV) at the end. The present consultation is organized in accordance with the provisions of the Public Procurement Code and in particular its Articles L. 3111-1 and following and R. 3111-1 and following relating to concession contracts and according to an "open procedure", as well as Articles L.1411-1 and following of the General Code of Local Authorities (CGCT)
