Fimlab Laboratoriot Oy (hereinafter "Contracting Entity") is procuring sample collection tubes, tubes used for sample separation, urine sample containers and urine transfer adapters for its operational areas (the wellbeing services counties of Kanta-Häme, Central Finland, Pirkanmaa, Ostrobothnia and Päijät-Häme). The operations of the Contracting Entity's owners, i.e. the wellbeing services counties, are undergoing change and modifications may occur, for example, in the service point network and the need for laboratory services. The wellbeing services counties of Pirkanmaa, Kanta-Häme, Central Finland, Päijät-Häme and Ostrobothnia, as well as Tuomi Logistiikka Oy, may utilise the agreement between the supplier and Fimlab as identified here. In certain sub-areas, the sample collection tubes must have a pre-barcode (so-called pre-barcode) type as a mandatory option. The buyer intends to procure these tubes in small quantities for test use during the contract period and possibly later gradually for production use. These tubes must meet the same minimum requirements as other tubes, except for a clear label, and they must be procured from the same supplier as the non-barcode tubes. If the buyer gradually switches to using pre-barcode tubes during the contract period, this must reduce the use of non-barcode tubes in the same proportion. The distribution of supplies takes place through the logistics operators of the wellbeing services counties or as a direct purchase by Fimlab. The distributors are the warehouse operator of the Central Finland wellbeing services county, the warehouse operator of the Päijät-Häme wellbeing services county, Tuomi Logistiikka (Tampere; Fimlab, Pirkanmaa and Kanta-Häme wellbeing services counties) and the warehouse of the Ostrobothnia wellbeing services county (Vaasa, Närpiö and Pietarsaari). The procurement is divided into 20 sub-areas. The supplier may offer one or more sub-areas. One (1) Supplier is selected for each sub-area. The contract is made with the winning supplier for each sub-area, and if the supplier wins more than one sub-area, these sub-areas can be combined into the same contract. All volumes have been taken into account in the total procurement volumes. The volumes are based on the current estimate of annual consumption. The Contracting Entity does not commit to fixed procurement quantities. The planned duration of the contract is 24 months +, after which it can be extended indefinitely. The planned start date of the contract is 1.1.2027.
