Description
The contracting authority intends to engage a suitable contractor for construction and project management. The Kieler Sportstätten- und Stadiongesellschaft mbH & Co KG (hereinafter referred to as KSSG) is the owner of the Holstein-Stadion, whose main user is the Kieler Sportvereinigung Holstein von 1900 e.V. (hereinafter referred to as “KSV”) with its men's team in the 2. Bundesliga. For many years, efforts have been made to develop the sports facility into a modern stadium that meets the statutes of the Deutsche Fußball Liga GmbH (hereinafter referred to as “DFL”). The aim is to create a long-term economically self-sustaining model for the construction and operation of the stadium. A modern football stadium is to be created that further enhances the attractiveness of the sports location Kiel, takes into account the climate protection and sustainability goals of the city, as well as the topics of diversity, inclusion and participation for people with disabilities. The maximum stadium capacity of 25,000 seats set out in the existing land-use plan (B-Plan - No. 1014, Drs. 0612/2022) describes the framework for the size of the stadium. With the establishment of the municipal KSSG at the beginning of 2024, a company has been founded that is primarily responsible for the conversion. The subject matter of this company is in particular the leasing, maintenance and erection (or extension) of the Kiel football stadium. The site on which the Holstein-Stadion is located is to be transferred from the state capital Kiel to the Kieler Sportstätten- und Stadiongesellschaft mbH & Co. KG in 2024. Currently, the stadium consists of a football pitch and three mostly covered stands as well as the associated infrastructure necessary for match operations. The current number of admitted spectators is just over 11,000 people. In addition to the requirements of the DFL, the Norddeutscher Fußballverband e.V. (hereinafter also referred to as “NFV”) and the Deutscher Fußball-Bundes e.V. (hereinafter also referred to as “DFB”) for match operations up to the Bundesliga, the step-by-step complete renovation of the Holstein-Stadion can be essentially divided into three project phases. Project Phase 1 included the tender preparations including all necessary measures and decisions. The implementation of the tender was part of the second project phase. The third project phase includes the implementation of the renovation project, so that it can also be referred to as the construction phase. The KSSG has commissioned a general contractor with the planning and renovation of the Holstein-Stadion. The Functional Performance Description (Annex D) to which the general contractor was commissioned is attached to this tender. In the event of an award, the contractor will in particular receive - All the facilities of the Functional Performance Description, - the submitted building application and - the concluded general contractor contract. The information from the Functional Performance Description is sufficient for the calculation of the service.
