The present tender concerns Copenhagen Airport A/S’ (hereinafter referred to as “CPH”) tender for a framework agreement for comprehensive consulting. CPH maintains and develops the properties and facilities at Copenhagen Airport, Kastrup and Roskilde. The objective is to create optimal physical frameworks by designing and implementing solutions that meet the needs of customers and employees. Tasks are solved with a focus on costs to give customers the most for their money. Good cooperation with external comprehensive consultants is an important prerequisite for CPH to achieve the objective, and the purpose of the present framework agreement tender is to strengthen the foundation for such cooperation. The tender concerns a combination of parallel framework agreements and division of a framework agreement into individual agreements, with four agreements being entered into, which – for the larger tasks – shall function as parallel framework agreements, and for the smaller tasks as individual agreements each with its own defined area of application. The result of the tender shall therefore be the conclusion of four framework/individual agreements, which shall function as parallel framework agreements for comprehensive consulting tasks with an expected fee size of over 3 million DKK, and as individual agreements each with its own area of application, when it comes to comprehensive consulting tasks with an expected fee size of less than 3 million DKK. The framework/individual agreements are not exclusive, whereby CPH is entitled to enter into agreements outside the framework/individual agreements. However, CPH intends that the upcoming construction cases will primarily be awarded among the comprehensive consultants on the parallel framework/individual agreements. The area of application for the parallel framework agreements regarding the larger tasks shall be the entire airport area; i.e. Copenhagen Airports, Kastrup and Roskilde. For the four individual agreements concerning the smaller tasks, the area of application shall be a more defined and delimited part of the airport's total area: Individual Agreement 1: Airside 1 (runs and taxiways) and Roskilde Airport (runs, taxiways and stands). Individual Agreement 2: Airside 2 (Apron/stands and technical facilities Airside). Individual Agreement 3: Terminal buildings. Individual Agreement 4: Landside / Buildings Airside and Roskilde Airport (buildings). In Annex 2 to the tender conditions, a more detailed description of the respective areas of application for the four individual agreements is given. The allocation of the smaller tasks will be made directly to the comprehensive consultant who has the individual agreement for the area that the task concerns. If a task concerns several areas, allocation will be made directly to the comprehensive consultant who has the individual agreement for the area that the task primarily concerns, according to CPH's assessment. Allocation of the larger tasks will be made after mini-tender among all four contracting parties. The tasks may include all usual consulting services, cf. YBL18 and YBA19. CPH’s building and construction projects span widely, and many different types of projects may occur, including technical facilities, construction work as well as renovation, extension and new construction projects as well as renovation. Where a task includes several different consulting disciplines, the comprehensive consultant shall, as a starting point, provide all relevant services (possibly by using one or more associated sub-consultants).
