This tender concerns the procurement by Gentofte Kommune (hereinafter referred to as the Contracting Authority) of an agreement for Project Management Consultancy regarding the new swimming pool at Gentofte Sportspark, located at Ved Stadion 10, 2820 Gentofte. Gentofte Kommune is experiencing significant pressure on existing public swimming facilities, and in December 2025, a majority of the Gentofte Municipal Council decided to initiate a targeted development of Gentofte Sportspark. The decision includes the establishment of a new swimming pool with a 50-metre basin and 2 teaching pools, including preparation for a possible roof over the swimming pool. The goal is for the swimming pool to be completed and operational by 2030 at the latest. The project's implementation requires continuous project management consultancy, and this is the contract now being tendered. The Contracting Authority will award the contract to the tenderer who, based on the award criterion "Best value for money," has submitted the most economically advantageous tender. The tendered contract is based on ABR18 terms and conditions with the deviations outlined in the draft contract, as per the tender material, and will be awarded to one tenderer. The Contracting Authority estimates the contract value at the time of tendering to be 6 million DKK. The tendered contract is expected to be completed in the period from Q3 2026 to the end of 2030. The tender is conducted as a tender with negotiations in accordance with the Public Procurement Act § 61 (Act no. 1564 of 15 December 2015 with later amendments), as it is crucial for the project's implementation to ensure effective cooperation between the Contracting Authority and the Project Management Consultant (PMC), and where the contract's nature and the project's stage, where central consultancy is tendered early, necessitates a flexible tendering process, where negotiations can clarify and qualify tenderers' understanding of the task. The aim is to ensure that a contract is entered into with the consultant who best matches the task's content and requirements for a trustful and close cooperation throughout the project's duration. The tendering procedure allows all interested economic operators to apply to participate in the tender. However, only applicants whom the Contracting Authority prequalifies and invites to do so may submit tenders. The Contracting Authority expects to prequalify four applicants. The Contracting Authority expects to hold 1 negotiation round. The Contracting Authority can only prequalify and award the contract to operators who meet the suitability requirements set out in the tender and who are not subject to exclusion grounds. The Contracting Authority has not divided the tendered service into subcontracts, as comprehensive and continuous consultancy is crucial for the project's implementation.
