France – Systems consultancy services – Accords-cadres de prestations pour la Direction des Systèmes d'Information - 13 lots

This is a multi-operator framework agreement, with no minimum amount and a maximum amount of 1,400,000.00 euros excluding tax, over the entire duration of the framework agreement (including renewals, i.e. 5 years in total), in accordance with Article R. 2162-4 1° of the Public Procurement Code. The purpose of this consultation is to designate the holders of each framework agreement for IT and technology support services, for the provision of skills and support for the DSI, according to ongoing IT projects. The support services to be carried out on the various lots concern the following areas: - IT Project Management - Web and Application Development - Application Testing - Systems Administration of Networks - Workstation Management - STI: Intelligent Transport Systems - Consulting, Strategy, AMOA SI, IT Watch - Security: Audit and Consulting The allocation of services by lot as well as the complete details of the services are set out in the CCTP. The consultation is divided into 13 lots. Each lot will be the subject of a separate framework agreement: - Lot No. 1: Project Management - Lot No. 2: Web Development - Lot No. 3: WinDev Development - Lot No. 4: Mobile Development - Lot No. 5: Application Testing - Lot No. 6: Data and AI - Lot No. 7: IT Technician - Lot No. 8: Systems Administrator and DevOps Engineer - Lot No. 9: Network Administrator - Lot No. 10: Security Audit - Lot No. 11: Security Consulting - Lot No. 12: SI Consulting, Strategy, Urbanisation, IT Watch - Lot No. 13: AMOA in the field of Intelligent Transport Systems (STI) For lots No. 1, 2, 4, 5, 6 and 8: These framework agreements are multi-operator, subject to a sufficient number of candidates and offers. The maximum number of operators per lot is set at 3. These framework agreements will be executed as the need arises by establishing subsequent contracts in accordance with the provisions of Article R. 2162-2 of the Public Procurement Code. The subsequent contracts awarded on the basis of the framework agreement may supplement its provisions without substantially modifying them. The subsequent contracts resulting from the framework agreements will be awarded under the conditions defined in the CCAP. The holders of the framework agreements who do not obtain any subsequent contract may not rely on this fact to claim any compensation. For lots No. 3, 7, 9, 10, 11, 12 and 13: All these framework agreements with purchase orders will be executed as purchase orders are issued in accordance with Article R. 2162-2 paragraph 2 of the Public Procurement Code. Purchase orders are awarded to the holders according to the modalities defined in the CCAP. It is possible to submit offers for all lots. However, companies awarded lot No. 5 (application testing) may not be awarded lots No. 2 (web development) and 3 (WinDev development) and 4 (mobile development). Finally, companies may not be awarded more than 3 lots. If they are awarded more than 3 lots, they will have indicated their lot preference in their offer.
