The current structural layout of the UKMD is characterised by a dispersed building structure, outdated technical infrastructure, long distances and outdated functional structures. There is an urgent need for action to prepare the UMMD for the future challenges of academic medicine and to solve pressing structural problems. To find a solution, an overarching structural master plan for the UMMD campus at Leipziger Straße was created in the period 2022 – 2024. Based on a prospective medical strategy, a capacity and space requirement assessment was carried out, which was then converted into a campus-wide master plan through structural feasibility studies. This structural master plan represents a portfolio-adjusted and needs-oriented concept for the UMMD, for which extensive preliminary work, investigations and coordination results already exist. These must now be further concretised in preparation for a concretised structural implementation planning for individual projects. The implementation of the present structural master plan for the Universitätsklinikum Magdeburg as the "New Central Campus" is currently one of the largest construction projects in the state of Sachsen-Anhalt and is critical to the future viability of the site at Leipziger Straße. For the planning and structural implementation of the project "New Construction Campus Central Hospital", the Board Area 6 was established at the Universitätsmedizin Magdeburg. This takes on the tasks of user project management. V6 acts as the central interface between the UMMD (user) and the IPS (client) and is responsible, among other things, for the coordination and control of internal and external information gathering. The realisation of the construction project will be carried out by the land-owned real estate and project management company Sachsen-Anhalt mbH (IPS). The IPS acts as the client and will also be the owner of the properties and buildings that arise within the scope of the construction measures. As a 100% land-owned company of the state of Sachsen-Anhalt, it was commissioned by the Ministry of Finance (MF) to plan and build the project "New Construction Campus Central Hospital". For this construction project, the IPS uses the Integrated Project Execution (IPA) model. This is a procedure that is particularly suitable for the implementation of complex and demanding construction projects. All actors involved in planning and construction are already integrated into a contractually regulated alliance in the planning phase. Thus, the separation between construction planning and execution is abolished. The aim is to develop a common understanding of the construction project over the entire project period and to define common project goals. A major advantage of this approach is that the expertise of the construction-executing partners is included from the beginning. The basis of this form of project execution is a common understanding of cooperation and a cooperative and collaborative project culture of all those involved. The service in question is not part of the Integrated Project Execution, but is commissioned independently by the UMMD as the client and user outside this procedure. The measure consists of several partial services: creation of the BO detailed planning including the partial service creation of an IT concept for the integration of operational organisational processes into the existing or new IT and medical technical infrastructure, commissioning planning, second opinion for/assessment of planning contents, relocation planning for construction conditions.
