Subject of the contract is the award of specialist planning services for the project planning and structural design for the new construction of the primary school at Emstekerfeld. The city of Cloppenburg plans the new construction of a primary school in the district of Emstekerfeld. The starting point of the considerations was initially the examination of whether the existing school site - characterised by numerous, partly over 100-year-old building parts from different construction phases - could be adapted to current requirements by means of conversion measures. In a first step, the feasibility of supplementing the existing building with a canteen was examined. In the further course of the planning, additional space requirements were identified that went beyond the original objective. These include, among other things, further teaching and functional rooms. In addition, the energetic renovation of the entire stock came into focus. On this basis, the total costs for a comprehensive conversion including all necessary renovation measures were determined. For comparison, a feasibility study for a complete new construction of the school was created, based on the areas of the hypothetically converted and expanded stock. The results of this investigation showed that a new construction is the more sensible solution from an economic and functional point of view. With the political decision in favour of a new construction, further requirements arose. New educational concepts, changed learning forms as well as additional space requirements - in particular for social work, differentiation offers and modern learning environments - led to a significant expansion of the room programme. This was politically decided and forms the binding basis for further planning. The new construction is to be designed as an energetically optimised building and implemented according to the requirements of the QNG standard. A modular construction method or the consideration of modular approaches is explicitly desired in order to enable an economical, flexible and sustainable realisation. Furthermore, the building is to be planned in such a way that a later extension on the gable sides is possible in order to be able to react to future developments. Complete barrier-free access must be ensured; the installation of a lift is mandatory.
