Belgium – Architectural and related services – HERON - Désignation d’un auteur de projet pour une mission d’élaboration d’une stratégie d’intervention suivie de l’étude et du suivi de l’exécution des travaux de rénovation et d’extension des écoles communales de Surlemez et Waret-l'Evêque

The services covered by this contract concern the project for the renovation and extension of the school infrastructures of the Municipality of Héron, located at the two sites of Waret-l'Evêque and Surlemez. ---------------------------------------------------------------------------------------------------------------------------------------- Over the past 10 years, the school population of the municipal sites has significantly increased. Primarily affected by this increase, the sites of Waret-l'Evêque and Surlemez have undergone several ad hoc interventions to accommodate students (placement of modules, reallocation of premises, etc.). The infrastructures of these two sites are also aging and show numerous functional, safety, and energy efficiency issues. Today, the Municipality of Héron wishes to adopt a long-term vision to have sustainable infrastructures that fully meet the needs of the school community. While the Municipality does not currently have the budgetary means to carry out all the works, the objective is to be able to schedule them, taking into account the availability of own funds and the opportunities for subsidies that may arise. ---------------------------------------------------------------------------------------------------------------------------------------- In this context, the purpose of this contract is to appoint a project author to assist the Municipality in defining and implementing this short-, medium-, and long-term intervention strategy for the renovation and extension of the two sites of Waret-l'Evêque and Surlemez. ---------------------------------------------------------------------------------------------------------------------------------------- The mission of the project author is therefore divided into two parts: [1] a preliminary study mission and definition of the overall intervention strategy on the two municipal sites; [2] a complete mission of study and supervision of the execution of all or part of the works as identified at the end of the strategy and which will include all services related to the field of renovation and/or new construction. ---------------------------------------------------------------------------------------------------------------------------------------- WARNING: [1] The project may be eligible for subsidies from the Fédération Wallonie-Bruxelles and/or the Walloon Region, which will have implications for the mission in terms of budget (allocation of envelopes), deadline, monitoring, etc. [2] The Municipality also wishes to implement the project by using the prefabricated design and construction system "MODUL R" made available by the Fédération Wallonie-Bruxelles if the latter proves applicable. In the context of its mission, the project author will therefore be required to study the works related to new construction based on this tool. The impact of this use is included in the definition of the mission and the calculation of fees.
