Description

The objective of the tender is to obtain comparable offers for the use of an ERP system as an on-premises solution. The contracting authority, Städtisches Krankenhaus Kiel GmbH, aims to operate with a current, modern and future-oriented ERP system. The overall system should form an integrative solution with the already existing or potentially to be integrated subsystems, including the medical information system and patient management/performance accounting, covering the following overarching tasks:

- Integration with patient management/performance accounting of all patient contacts/performances

- Accounting

- Integration of further subsystems such as payroll, invoice receipt workflow tool, document management system/archiving

- Availability of data for a data warehouse

- Mapping across all existing and future clients/operating sites/accounting circles of the contracting authority

- Integration of existing and future/ substitution of systems

Since an SAP R/3 ERP system has been available on-premises to date, a 1:1 replacement of the previous functions by the start date of live operation is unavoidable. Subsequently, a successive expansion of the solution is planned. The project plan, taking into account logistical and process-oriented requirements, is to be developed jointly with the supplier and made part of the contract. A supplier is sought who, as a general contractor, can fulfill the services required in the specification. If this is not possible with their own software products, the supplier is free to offer subsystems. In these cases, it must be ensured that there is a functioning, comprehensive and comfortable (standard) interface for these subsystems or that it is created. This interface must be included in the offer at a fixed price and must generally be disclosed. In addition, the supplier must agree to comprehensively support the hospital in future expansions of IT use. It is expected that the new system meets the standards of modern data processing programs today. Examples include:

- a graphical user interface,

- a relational database system for data storage with a central server or networked servers for selected subsystems,

- hardware independence,

- client-server solution,

- optimal adaptability to the organization of the hospital,

- no redundant data collection across all queried modules and existing systems (including integration of subsystems),

- use of standard interfaces (Batchinput, Rest API, BAPI, HL7/FHIR, etc.),

- investment security of the solution,

- the scalability of the system,

- 24-hour operation of the system,

- a powerful list generator, and

- user-friendly program operation.
