Description

The Pirkanmaa and South Ostrobothnia well-being services counties invite tenders for training services in accordance with the Act on Services for Persons with Disabilities to meet the service needs of the Pirkanmaa well-being services county and the South Ostrobothnia well-being services county. The subject of the procurement is training services in accordance with the Act on Services for Persons with Disabilities, as described in Annex Service Description. The contract period for the procurement is 1 February 2027 - 31 December 2028. In addition, the procurement includes an option period currently in force, the use of which will be decided separately. The annual value of the procurement is 150,000 euros, of which the Pirkanmaa well-being services county's share is 100,000 euros and the South Ostrobothnia well-being services county's share is 50,000 euros. The number of customers for the services subject to the procurement per year in the Pirkanmaa well-being services county is as follows:

- Sign language instruction: individual training approximately 5 cases/year

- Support sign language instruction: individual training approximately 10 cases/year, group training 1-2 groups/year

- Guidance in alternative communication methods: approximately 5 cases/year

- Relocation training: individual training approximately 1-5 cases/year, group training approximately 1-2 groups/year

Training is a special service in accordance with the Act on Services for Persons with Disabilities (675/2023). Training may be granted to a disabled person in accordance with Section 2 of the Act on Services for Persons with Disabilities, if he or she needs it to learn the skills required for independent living, to learn sign language, support sign language, and alternative communication methods, or to cope with life changes. A disabled person's close relative may be provided with training in the use of sign language and alternative communication methods and in supporting the disabled person in life changes, when the relative's participation in the training is necessary for achieving the objectives set for the disabled person's training. Training is therefore never arranged solely for relatives, but the training of relatives supports the objectives set for the disabled person's own training. The objective of training in accordance with the Act on Services for Persons with Disabilities is to strengthen the disabled person's own resources and skills. In addition, the objective is to support the ability of the disabled person's family members and other relatives to support him or her in various life situations. The aim is to bring the disabled person's own skills and resources fully into use. More detailed information and requirements for the procurement package are described in this invitation to tender and its annexes, which state the minimum and quality requirements for the services to be tendered.
