France – Feasibility study, advisory service, analysis – Mission d’appui pour l’élaboration d’une stratégie d’intervention globale et priorisée pour l’ORCOD de droit commun des Lochères à Sarcelles (95)

The subject of this consultation is the award of a public contract for the provision of support for the development of a global and prioritised intervention strategy for the ORCOD de droit commun des Lochères in Sarcelles (95). In accordance with Article L. 2124-1 and R. 2124-1 of the Public Procurement Code, this consultation is subject to a formalised procedure for the following reason: - The estimated value of the requirement exceeds the European thresholds. The formalised procedure applied to this consultation is the open tender procedure defined in Articles L. 2124-2 and R. 2124-2-1° of the Public Procurement Code. The projected public contract is a services contract within the meaning of Article L1111-4 of the Public Procurement Code. This consultation concerns a contract for intellectual services subject to the provisions of the General Administrative Clauses applicable to intellectual services contracts approved by the order of 30 March 2021. The EPFIF has been commissioned by the State to support the public partners of the ORCOD des Lochères in Sarcelles (95) in order to: => Strengthen the expertise available to the State services, and so that the identified urgent actions can effectively be advised to the ORCOD master contractor and deployed; => Define adapted intervention strategies by sector and by co-ownership, within the framework of a strategic study carried out and financed by the EPFIF, exceptionally, on behalf of the State. This consultation therefore aims to carry out technical, legal, land and financial diagnostics for all co-ownerships, as well as a global housing programming study. The diagnostics will be carried out on almost all the co-ownerships in the Lochères district, divided into 3 sectors: - Entrée de Ville, - Les Flanades, - Watteau. All of these studies will enable the EPFIF to: => Strengthen expertise and systematise knowledge about the state and functioning of the Lochères co-ownerships, => Propose a prioritised roadmap, according to the identified urgencies, => Ultimately define a global operational strategy. The services are defined in the Particular Technical Clauses.
