The procedure used is competitive dialogue, as defined in Article L. 2124-4 of the Public Procurement Code. The use of this procedure is justified under Articles R. 2124-5 and R. 2124-3 of the same code, given the technical, legal, and financial complexity of the expected insurance services and the need to adapt solutions to the specific risks of each member establishment. Regardless of the lot in question, candidates must imperatively propose, for each member establishment, the offer most suited to its specific characteristics (size, assets, activity, claims history, staff, vehicle fleet), and not a standardized offer applied uniformly to the entire group. This requirement for fine-tuned adaptation to each establishment is a central element of the dialogue and will be assessed under the technical value of the offers (Article 7). The competitive dialogue procedure takes place in three successive phases: selection of applications, dialogue, and then submission of final offers. Candidates are not invited to submit a complete or firm initial offer during the first phase, but only indicative coverage guidelines.
