When GRF staff are absent for long periods, during peak times or when specific knowledge and experience are required, GRF uses flexible hiring of personnel. Currently, GRF hires financial staff on a flexible basis from various temporary employment agencies. Freelancers (ZZP’ers) are also employed through an agreement between GRF and the freelancer. GRF wishes to make this process more efficient. The aim of this European tender is to conclude a Framework Agreement with four market parties regarding the hiring of financial personnel, to meet this need. The Framework Agreements have an initial term of two years, starting from 1 January 2027. The Framework Agreements can be extended twice by the contracting entity by one year for an additional period of up to a total of four years, according to the criteria as described in this Registration Guide. Expected volume of the Framework Agreements The expected total volume of the Framework Agreements is €2,500,000 over the entire term (maximum 4 years). Maximum volume of the Framework Agreements The maximum total volume of the Framework Agreements is €4,000,000. Once the maximum amount is reached, the Framework Agreements will automatically end. The maximum volume is higher than the expected volume due to uncertainty in the quantity of services to be awarded. The uptake fluctuates strongly from year to year. The tenderer cannot derive any rights from this value or these quantities, and these value or quantities do not form a purchase guarantee.
