France – Repair and maintenance services of central heating – MARCHÉ DE MAINTENANCE DES INSTALLATIONS DE CHAUFFAGE, CLIMATISATION ET VENTILATION (CICRP)

The contract covers all operational and routine maintenance interventions required to meet the performance obligations. The contractor must ensure the proper functioning, service continuity, and energy performance of the facilities. The production of hot water, chilled water, sanitary water, and a soft water circuit is handled by the Ville de Marseille (chilled water: 7/12 °C; hot water: 90/70 °C). The service is of type MF (lump sum service). It includes the operation of the facilities and minor maintenance work of type P2. The contract covers the following services: - Operation of the facility and minor maintenance work; - Annual preventive maintenance and equipment renewal; - Air treatment; - Standby and 7/24 breakdown service. These services are implemented for the comfort of occupants (offices, workspaces), within the controlled conditions of laboratories, and for the optimal preservation of works within the restoration workshops. The tasks entrusted to the contractor for the performance of maintenance and upkeep services for thermal facilities (heating, air conditioning, and ventilation) are: - standby and breakdown service; - management, operation, and monitoring; - preventive maintenance; - corrective maintenance; - testing and checking the proper functioning of measuring instruments; - all the labour required to replace any defective spare parts. The contractor is deemed to be fully informed and to have perfect knowledge of: - the composition of the buildings and the constraints due to their purpose; - the nature of the equipment and facilities for which it must ensure maintenance and upkeep; - the particular access conditions related to safety and the specificity of the buildings; - the climatic requirements necessary for the proper preservation of the works.
