The „Bike & Ride-Offensive“ of DB InfraGO AG supports municipalities in the context of the National Climate Protection Initiative (NKI) of the Federal Ministry for Environment, Climate Protection, Nature Conservation and Nuclear Safety (BMUKN) in expanding bicycle parking facilities at train stations. New parking options for bicycles are to be created at numerous locations in the immediate vicinity of train stations. The aim is to facilitate the switch from car to „Bike & Ride“ by aligning train stations more closely with the needs of cyclists and providing sufficient safe and well-structured parking spaces. To be able to implement the planned capacities quickly and efficiently, extensive standardization of both processes and bicycle parking facilities is planned. In this context, DB InfraGO AG – as a service for interested municipalities – is conducting the present Europe-wide tender in an open procedure for the award of a framework agreement. The subject of the planned framework agreement is the manufacture, delivery and on-site assembly of standardised plant types, in particular row racks (high-low inserter, single and double-sided) and double-decker parking systems (high-low inserter, single and double-sided). This gives the municipalities as future purchasers the opportunity to call up services for the delivery and assembly of standardised bicycle parking facilities directly from the framework agreement. The aim is to significantly reduce the tendering effort as well as the planning and assembly effort at the municipal level and to accelerate the implementation of the measures. So far, municipalities have registered at around 1,000 train stations as part of the „Bike & Ride-Offensive“ and expressed their interest in creating additional bicycle parking facilities. New facilities have already been built at more than 300 train stations. Note: As early as the beginning of 2025, a four-year framework agreement for the delivery and erection of standard bicycle collection lockers and canopies was concluded with Kienzler Stadtmobiliar GmbH. The bicycle parking facilities provided for in this tender must be compatible with the systems of the aforementioned supplier. The corresponding dimensions are defined in Annex 6. The Bike+Ride-Offensive is a comprehensive support programme for municipalities. DB InfraGO AG supports in the form of consulting, site search and provision as well as tendering of framework contracts for bicycle parking facilities. The Federal Ministry for Environment, Climate Protection, Nature Conservation and Nuclear Safety (BMUKN) offers municipalities financial support for projects of the Bike+Ride-Offensive as a separate funding priority within the Municipal Directive, which is part of the National Climate Protection Initiative (NKI). The NKI is currently limited in its duration until the end of 2027, an extension beyond 2027 is possible but not yet decided. A framework agreement will be concluded per lot. Termination option: An option for unilateral termination by the client is agreed at the end of the second or third year of the term. The client will declare the termination at the latest 3 months before the end of the second or third year of the term. Individual contracts already concluded remain unaffected by the termination of the framework agreement.
