The WWB Wasserwerk Besitz- und Betriebsgesellschaft mbH (hereinafter "WWB" or "Contracting Authority") was established on 23 February 2023 as a joint initiative of the Hallesche Wasser und Stadtwirtschaft GmbH (HWS) and the Fernwasserversorgung Elbaue-Ostharz GmbH (FEO) and was registered in the commercial register on 11 April 2023. The company's purpose is to upgrade, own, and operate the Halle-Beesen waterworks and other water management facilities. The WWB aims to reactivate the Halle-Beesen waterworks, which has been on standby since December 2007, as a peak load waterworks, thereby securing and strengthening the drinking water supply for Halle (Saale) and adjacent supply areas in the long term. The Halle-Beesen waterworks was constructed between 1987 and 1993 and was integrated into the region's supply system until it was decommissioned. The reactivation as a peak load waterworks is part of a comprehensive water management future concept for Saxony-Anhalt and serves, in particular, to secure industrial additional requirements as well as to cope with supply peaks during dry and hot periods. The treated water will be provided via the network of the Fernwasserversorgung Elbaue-Ostharz GmbH after completion and will thus benefit large parts of the supply area in Saxony-Anhalt. The planned production of treated water is up to 20,000 m³ per day. The raw water basis is bank filtrate from the Saale and the Weiße Elster; the treatment is carried out according to the multi-barrier principle using modern membrane technology. The structural and technical prerequisites for the main measures now being tendered have been created as part of preparatory measures, which the Contracting Authority has tendered in a separate, open procedure under § 3a EU VOB/A and which have been or will be started in parallel with the preparation of the current invitation to tender. These preparatory measures comprise three lots: Lot 1 (demolition and dismantling work in existing buildings and outdoor facilities), Lot 2 (conversion of the former workshop building into a reverse osmosis building including demolition, dismantling and rough construction work) and Lot 3 (erection of the new primary power distribution as a replacement for the transformer station to be dismantled as part of Lot 1). The preparatory measures create the structural, technical and energy supply prerequisites for the implementation of the now tendered general contractor services. As part of the modernisation and reactivation of the Halle-Beesen waterworks, the Contracting Authority is conducting an EU-wide negotiated procedure with participation competition in accordance with § 3a EU Abs. 2 VOB/A for the award of construction services. The subject of the invitation to tender is the provision of all services for the modernisation and reactivation of the Halle-Beesen waterworks in the function of the general contractor, including planning, procurement, construction and commissioning of all necessary structural, process engineering, electrical and control engineering plant components. The invitation to tender is subject to the reservation of grant approval. Since the grant approval is not yet available at the time of the invitation to tender, the Contracting Authority reserves the right to cancel the invitation to tender if the necessary grants are not approved or if, for other economic reasons, a decision must be made not to award the contract. In this case, there is no entitlement to reimbursement of expenses. The detailed requirements and service descriptions can be found in the respective tender documents.
