Description
The MLEUV developed the State Low Water Concept in response to the pronounced dry period starting in 2018. It was published in 2021 and, in simple terms, comprises a strategy for consolidating the landscape water balance. By the end of 2021, a contractor was commissioned by the MLEUV to conduct an inventory in all river basins using a structured process and to create corresponding communication structures. This was done to identify, prepare, and initiate necessary measures to stabilize the water balance based on this, in cooperation with potential carriers. Implementation primarily relies on the cooperation of regional actors in the 16 river basins of the state. The development generally followed a bottom-up approach, i.e., with the close involvement of regional actors (including water, environmental, and agricultural authorities of the state and the districts/county-free cities, water maintenance associations), to capture regional knowledge and wishes, to qualify the projects if necessary, and to ensure sustainable financing. The financing of measures should preferably be done through the funding guidelines "Landscape Water Balance" of the environmental sector. An optimized expert support process, developed in close cooperation with the so-called low water team (at MLEUV), integrates the funding into the implementation of the State Low Water Concept and ensures that applicants are professionally supported in the planning and implementation of measures. The so-called "Low Water Coordinators" (hereinafter referred to as "LWC") have been introduced as contact persons in the regions, the processes from idea generation to project conception and application together with the main applicants, the water maintenance associations (GUV), have been established, and corresponding committees for communicating the topic "low water" in various constellations have been introduced (e.g. core teams from water authorities, GUV, LWC, LfU and possibly others). The contract ends in October 2026. It will be referred to as the "First Contract for the Implementation of the State Low Water Concept" (short: "First Contract") in the future. The First Contract is to be re-commissioned in a modified, supplemented, and further developed form. This performance description forms the basis.
