Law 7/2002, of 3 May, creating the Agricultural Technology Institute of Castilla y León, states in its Article 2.1 as objectives, competencies and functions, literally: The Institute will be responsible for the objectives of the Autonomous Community to enhance the activity of the agricultural sector and its processing industries, through the promotion of technological development and the dynamisation of initiatives that involve new productive orientations or adaptation to the market and its quality and competitiveness requirements. In Article 2.2 of Law 7/2002 it specifies the competencies that correspond to it in particular, and among them, letter f) of said provision establishes: The promotion of the agro-food products of Castilla y León without prejudice to the competencies that in this same field may exercise the competent council in matters of agriculture and agro-food. To meet these objectives, the Institute considers it necessary to participate in various trade fairs and exhibitions. In this context, the Institute has planned to participate in a series of consolidated food trade fairs and exhibitions, with the aim of supporting agro-food industries so that they can enter certain national and international commercialisation circuits, to which they would not have access on their own. By Resolution of 21 May 2026, of the Director General of the Agricultural Technology Institute of Castilla y León, the programme of agro-food trade fairs and exhibitions for the year 2027 is approved, to which the Agricultural Technology Institute of Castilla y León plans to attend with an institutional stand in which co-exhibitors can participate. Among the trade fairs included in said Resolution is the BWW (Barcelona Wine Week) but it is not the subject of the contract since the trade fair organisation of BWW itself obliges to contract with them the service of design, construction, assembly, disassembly, transport, storage and maintenance of the stands uniform for all exhibitors. On the other hand, this contract is the subject of the Salamaq fair, which is not included in the aforementioned Resolution, since in this fair there are no co-exhibitors. For its participation in the different trade fairs to meet the objectives indicated, the Institute needs to design, construct, assemble, disassemble, transport, store and maintain the stands through which it will articulate said participation.
