Romania – Construction work for water and sewage pipelines – EXECUTIE RETELE DE ALIMENTARE CU APA SI RETELE DE CANALIZARE IN ORASUL HOREZU -VL -CL- 05

The Contracting Entity requests the execution of works for the objective “VL-CL 05 Execution of water supply and sewerage networks in the town of Horezu”, in accordance with the requirements of the Terms of Reference, as follows: Object 1 - Horezu Water Supply Network Sub-object 1.2 Extension of drinking water network, L = 2.692 m, PEID, 110 mm Sub-object 1.3 Rehabilitation of drinking water network, L = 11.711 m, PEID, 110 mm to 315 mm Object 2 – Horezu Sewerage Network Sub-object 2.1 Rehabilitation of domestic sewerage network, L = 1.099 m, PVC SN8, 250 mm to 500 mm; PAFSIN SN10.000 DN 400 mm, 500 mm Sub-object 2.2 Extension of domestic sewerage network, L = 13.714 m, PVC SN8, 200 mm, 250 mm, 315 mm, PAFSIN SN10.000 DN 250 mm, 500 mm Sub-object 2.3 Wastewater pumping stations, 7 wastewater pumping stations The works will be executed simultaneously. The works refer to: a) Construction works; b) Supply and installation of machinery and technological equipment; c) Testing and commissioning; d) Monitoring and providing assistance/consultancy to responsible personnel throughout the Defect Notification Period, when necessary; e) Remedying any defects that may arise during the Defect Notification Period (warranty period) of 36 months; f) Training of the Beneficiary's and/or Operator's personnel The contract consists of the work execution period, from the work commencement order, to which is added the defect notification period/warranty period which is a minimum of 36 months from the signature of the acceptance certificate upon completion of the works; The award of the sectoral works contract contributes to the achievement of the objectives of the Regional Project “Regional Project for the Development of Water and Wastewater Infrastructure in Valcea County”, a project that will be co-financed from cohesion funds, through the Sustainable Development Programme. 2.3 General and specific objectives of the project “Regional Project for the Development of Water and Wastewater Infrastructure in Valcea County”: The general objective regarding investment measures is the improvement of the drinking water and wastewater infrastructure in Valcea County to comply with the obligations negotiated by Romania in the Accession Treaty and the objectives of the PDD on the basis of which the water projects must be elaborated. The specific objectives of the project are: -Ensuring compliance with national and European legislation during the agreed transition period between Romania and the EU in the environmental sector; -Ensuring the optimum use of the European Union's cohesion funds. The measure will achieve: a) For water supply: -Compliance with Directive 2184/2020/EC of the EC on the quality of water intended for human consumption, as transposed into Romanian legislation by Government Ordinance no. 7/2023; -Ensuring the population is supplied with quality drinking water; -Improving water supply safety by rehabilitating technically non-compliant installations; -Reducing physical water losses. b) For wastewater: Compliance with the treatment standards of Directive 91/271/EEC, transposed into national legislation by HG 352/2005, which amends HG 188/2002, regarding the collection and treatment of urban wastewater and preventing the discharge of untreated urban wastewater into natural receivers; -Improving the quality of surface water receivers; -Reducing the risk to public health by extending the sewerage network, as well as reducing the risk of groundwater and surface water pollution; -Reducing infiltration into the system. The expected results of the project are: -Improvement of the quality of treated water; -Improvement of drinking water supply services and, implicitly, the increase in the number of subscribers to these services; -Improvement of operational safety by replacing mechanical and electrical installations with exceeded service life.
