The Chamber of Crafts South Westphalia intends to carry out a restructuring and modernisation of the bbz Arnsberg. The bbz Arnsberg offers a comprehensive training programme in various forms for the trades of automotive, electrical, metal, plumbing, heating and ventilation, wood, construction/finishing, hairdressing and business administration, primarily for cross-company training and master's preparation. The buildings are mostly in the structural condition of their respective year of construction. Due to their age, most of the buildings no longer meet the current technical and energy standards. Modernisation is necessary. In addition to the new construction of a technical centre with approximately 4,000 square meters of gross floor area, the project also includes the replacement new construction of building G and the modernisation of the existing areas. The project is to be implemented in various packages of measures according to the prioritisation of the measures, i.e. in sections. -------------------------------------------------------------------------------------------------------------------------------------- Planning should be carried out comprehensively in advance to ensure a smooth process. In addition, the grant application documents (Z-Bau) must be submitted jointly for all measures upon completion of the performance phase 3. The fundamental approval capability must be clarified in advance. All measures will be implemented during ongoing operations. Further eligible measures (e.g. demolition, parking spaces, etc.) are part of the contract according to the respective scope of services. It is expected that the entire planning will be carried out in 3D models, among other things, to achieve greater accuracy in quantity determination and collision detection. However, the use of BIM is not planned. The requirements of the GEG must be met for the new buildings and modernisations. -------------------------------------------------------------------------------------------------------------------------------------- The total costs (KG 200 - 500 and 700) for these measures incl. demolition, were estimated at approximately 45.7 million EUR gross (BKI status 2023). This sum is considered to be generally eligible for funding and is to be updated within the framework of the further investigations. -------------------------------------------------------------------------------------------------------------------------------------- The overall measure is to be financed through grants and a share of own funds. The grant funds consist of federal funds, state funds and GRW funds. The common goal is to submit the grant documents in 2027. For this purpose, it is necessary that the services of the contractor required for the grant application are available by April 2027. It is assumed that the last construction measures will be commissioned by December 2036. This will be followed by the demolition of the existing buildings used as interim measures and subsequently the final completion and commissioning of the outdoor facilities. -------------------------------------------------------------------------------------------------------------------------------------- The implementation of the construction measure must be carried out with due regard to economy and thrift. The guidelines for federal grant construction measures, in particular the technical supplementary provisions (ZBau), must be observed. The construction project is a grant measure funded by the federal government and the state.
