Finland – Adult and other education services – Yrittäjyyskoulutukset PKS-työvoimaviranomaisten käyttöön
Description
The public employment authorities of the Helsinki Metropolitan Area (PKS) (Espoo Employment Services, Helsinki City Employment Services and Vantaa Employment and Integration Services) are tendering entrepreneur training as PKS cooperation. The employment authorities are requesting tenders for services promoting entrepreneurial skills. The subject of the procurement is the entrepreneur start-up service, which includes training that enhances entrepreneurial skills, as provided in Chapter 7, Section 61 of the Act on the Organisation of Employment Services (380/2023) for the employment areas of the Helsinki Metropolitan Area. The contract is scheduled to commence on 1 January 2027, but the Contract shall enter into force when the Parties have signed it. The Contract is currently valid. The participants in the service are primarily job seekers in the PKS employment areas who are interested in entrepreneurship or who have already planned to become entrepreneurs and need support in starting a business and developing a business idea. Recently started entrepreneurs can also participate in the training. The aim of the service is to increase participants' knowledge of entrepreneurship, strengthen entrepreneurial skills and provide practical tools for planning, starting and developing a business. The service supports customers in matters related to becoming an entrepreneur and offers modular entrepreneurship training by theme for different customer profiles to start a business. The aim is to build a flexible service that supports the start of business activities and provides readiness for operations and their development. The service takes into account the needs of different target groups and guides participants to the local entrepreneurship operating environment. The broader long-term goal of the service is to promote the vitality of the PKS employment areas and the growth of the region's enterprises. The service supports employment growth and prevents marginalisation from the labour market. Service areas: 1. Would I become an entrepreneur? Entrepreneurship is interesting, but there is no more specific business idea yet. The duration of the mapping is generally two (2) days but may be 3-5 days depending on the target group 2. Towards entrepreneurship - Business idea already known, but entrepreneurship has not yet been started (or entrepreneurship has recently been started). The duration of the training is generally 15 days, but may be 10-25 days depending on the target group. Service providers will be selected for both service areas with a maximum of three (3) economically most advantageous tenders, i.e. the bidders with the highest total points in the tender evaluation who meet the suitability and reference requirements set out in the tender as well as other criteria. The estimated number of Would I become an entrepreneur? mappings at the start of the contract period is approximately 15–20 groups per year. There may be a maximum of 20 participants in one mapping. The estimated number of Towards entrepreneurship trainings at the start of the contract period is approximately 10–15 groups per year. There may be a maximum of 20 participants in one training. In exceptional cases, the number of participants may be higher if agreed with the purchaser. The estimated number of customers in mappings and trainings at the start of the contract period is approximately 600 participants per year. The above customer number estimate is based on the number of customers in 2025-2026. The aim is to increase the number of customers to 1,000 customers per year. The estimated value of the procurement in the Helsinki Metropolitan Area is approximately 600,000 euros per year, or approximately 2.5 million euros over four years. The estimate is based on the maximum prices of the 2026 Entrepreneurship Training Procurements. Estimates of procurement quantities do not bind the purchaser. Payment for the Would I become an entrepreneur? mapping is made per group of 15-20 people. Payment for the Towards entrepreneurship training is made according to the implementation of student working days. The division of mappings and trainings among the three suppliers: 1. During the period 1.1.2027–30.6.2028, groups (orders) are primarily allocated equally among all three selected suppliers, i.e. each receives 33% of the orders. 2. Allocation of orders based on student feedback: After the above period, the allocation of orders will switch to a quality-based assessment model: 45% of annual orders will be allocated to the supplier who has received the best assessments in student feedback for the services implemented so far (average of three questions), the remaining orders (55%) will be allocated equally between the other two suppliers. The assessment will be made for the first time after 30.6.2028. After that, the assessment and allocation of orders will be reviewed annually. A more detailed description of the principles of order allocation is given in Appendix 1 Procurement Subject Description. Mappings will be organised entirely remotely. Trainings can be implemented as face-to-face, remote or hybrid (a combination of face-to-face and remote) according to the needs of the target group. At least 30% of the teaching should be face-to-face teaching. The selected suppliers must have suitable premises for face-to-face teaching in Espoo and Helsinki and Vantaa to the extent that trainings are implemented as face-to-face. Mappings and trainings will be implemented at least in Finnish and English. The tenderer will indicate in their tender any other languages in which the service can be implemented. The service is described in more detail in Appendix 1 Procurement Subject Description. The procurement of the service does not include a purchase obligation.
