France – Technical testing, analysis and consultancy services – Missions de Contrôle technique pour le projet d'amélioration du Terminal 2

In the context of the "Modernisation du Terminal 2" project, the present contract comprises the regulatory technical control missions for constructions in the design and implementation phases. The technical controller will intervene in all phases of the building and aeronautical infrastructure project and equipment elements, from design, implementation of works, acceptance of works and lifting of reservations. The scope of the mission includes:

- Participation with the Project Management in the development of the project design with regard to the regulatory framework of the operation

- Opinion on the Safety and Fire Prevention Notice and on the Disability Access Notice drawn up by the Project Management.

- Examination of design documents with, in particular, RICT reviews at each design phase including examination of soil study reports,

- Examination of execution documents throughout the site with participation in all meetings and drafting of a progress tracking table summarizing all reports.

- On-site examination during the execution phase of the services described in the work contracts for the works and equipment elements including opinions on the provisional phases with regard to the mission elements defined in the contract, participation in all meetings and drafting of a progress tracking table summarizing all reports.

- During the work acceptance and reservation lifting phase: Establishment of the final technical control report (RVRAT) and initial electrical visits (VIEL). His presence will be required for all work acceptance and reservation lifting operations including the preparation and follow-up phases before and after the safety commissions, commercial shell reception or partial reception of the operation. On request from the project owner, assistance with safety commission visits and all meetings organized for the safety of persons.

- Issuance of all necessary final certificates at the end of the operation, in particular for verification of cold strength, accessibility for disabled persons.

- The mission ends at the end of the reservation lifting and the perfect completion guarantee period.

- The use of the GED set up on the operation will be mandatory for depositing all reports, opinions, and all documents relating to the mission of the technical controller.

- The development of the project will be carried out in BIM for the establishment of design and implementation studies. The plans and mock-ups will be deposited in GED. The technical controller will be required to use these tools.

The mission includes at a minimum the basic and complementary missions listed below:

- The one relating to the strength of the works and elements

- P1 relating to the strength of the works and indivisible equipment elements

- LE relating to the strength of existing works

- PS relating to the safety of persons in case of earthquake

- AV relating to the stability of the surroundings

- S safety of persons in construction

- SEI safety of persons in ERP or IGH

- STI safety of persons in tertiary and industrial buildings

- TH relating to thermal insulation and energy economy including the 2 mandatory thermal certificates (RE2020): Certificate in the building permit phase and certificate at the end of works (energy performance)

- HAND relating to the accessibility of constructions for disabled persons

- Disability Certificate: Verification then establishment of the disability accessibility certificate after completion of the works

- HYSa relating to the hygiene and health of buildings other than for housing

The technical controller will draft opinions, reports according to the missions entrusted and the phases of progress of the operation. The RVRATs as well as the VIEL and RFCT reports may be partial in certain cases, for example the reception of the commercial shells, and/or other partial receptions in the construction phase. A final RFCT, a final RVRAT and a final VIEL report will summarize all the opinions issued.
