The subject of the present procurement procedure is the award of services for technical consulting and planning for a feasibility study for the renovation of the Akademie der Künste, Pariser Platz 4 in Berlin. The procurement procedure will be conducted in accordance with the provisions of the VgV as a negotiated procedure with a competitive dialogue (Sections 74, 17 VgV). The existing building of the Akademie der Künste at Pariser Platz 4 in Berlin was erected from 1997 to 2005 on the historic site, with a head building towards Pariser Platz, a central area incorporating historic halls, and a rear building located at Behrenstraße. The entire structure was a technical innovation at the time of its construction and pushed the limits of what was technically feasible. Consequently, significant structural problems have now arisen. These cannot be addressed in isolation but must be considered holistically due to the complexity of the building, the project history, and the prominent inner-city location. The overriding project goal is initially to determine the currently necessary scope of renovation and restoration work from a constructional perspective and to support it with recommendations for action. Through the technical consulting, a concept for the renovation of the property at Pariser Platz 4 is to be developed in variants, which includes a sustainable implementation of measures and thereby impairs or interrupts the operation of the academy as little as possible or for as short a time as possible. The technical consulting is to create a sound basis for the long-term goal of sustainable freedom from damage. The contracting authority is to be enabled to assess the situation with regard to defects, necessary measures, costs and deadlines in order to derive further decisions for project progress from this. Due to the spatial and structural complexity of the building, the quality of the basic examination, the planning elaborations as well as the development of concepts and solutions is in the foreground. Furthermore, the basic conception of the renovation is to be designed in compliance with copyright, taking into account the architectural qualities. The five service components to be provided are inventory analysis and completion of documentation, assessment and damage mapping, concepts and catalogs of measures, feasibility study (2 variants) and overarching services in the service areas of building/room planning, technical building equipment (HLS, ELT), structural design, building physics, fire protection and construction logistics, applying BIM and taking into account monument protection and copyright. The exact scope of the services to be procured is derived from the service description (Annex C-02) and the fee schedule (Annex B-01.3).
