The Federal Ministry of Labour and Social Affairs (BMAS) is responsible for the fundamental issues of the welfare state and the world of work, as well as the Digital Working Society, for qualification, vocational training and further education and securing skilled workers, for labour market policy, unemployment insurance, basic security for jobseekers, labour law, occupational safety, social security, old-age provision, participation and the concerns of people with disabilities, social compensation, social assistance, European and international employment and social policy as well as European Funds for Employment, e.g. ESF Plus. The BMAS also implements long-term programmes and initiatives of the Federal Government, for example Initiative New Quality of Work (INQA), Future Centres, MY TURN, SGB II Service Centre, Work: Safe and Healthy (ASUG), rehapro or AI Observatory. The BMAS awards the service for communication and PR measures with the following range of services: strategy and conception, issue management and agenda setting, press and media work, text, editorial and design work, support for conferences, congresses and other events, monitoring, analysis and evaluation of communication effectiveness as well as general tasks and accessibility. The submission of offers for part of the service is not possible. The contractor supports the BMAS in the conception of target group-oriented PR and communication measures, taking into account the most important core messages, communication channels and suitable wording. The contract also includes the strategic, communicative and conceptual support and accompaniment of initiatives, projects and funding programmes controlled by the BMAS or individual measures. The aspects of accessibility for the final design of PR and communication measures must already be taken into account during the conception phase, as well as the respective valid corporate design of the BMAS and the Federal Government.
