This is a restricted procedure for a "Design" contract, in accordance with Articles L. 2125-1, L. 2172-1 and R. 2172-1 to R. 2172-2, R. 2172-4, R. 2172-6, R. 2162-15 to R. 2162-2, R. 2162-22 and R2162-25 of the Public Procurement Code. The Centre Hospitalier Guillaume-Régnier (CHGR) is a public mental health facility located in Rennes, Brittany. It is the main psychiatric hospital in the department of Ille-et-Vilaine and a key player in France for psychiatric care, mental health research, and training. This regional-scale establishment provides prevention, diagnostic, care, rehabilitation, and social reintegration services, while also integrating teaching and research activities. As part of its ongoing Master Plan for Buildings and Architecture, the CHGR wishes to consolidate and share its outpatient activities across 4 sites in the Rennes metropolitan area. The present operation concerns:

The PHUPEA Project (University Hospital Pole for Child and Adolescent Psychiatry) offers care for child and adolescent patients suffering from mental health issues, but who do not require full hospitalization. This approach allows patients to continue living at home while receiving care tailored to their needs. The chosen site is located in the ZAC du Blosne district – Urban Plot E13B in Rennes (35). Approximately 1 800m2 for an estimated cost of 4 400 000 € HT, excluding VRD.
