Germany – Sewage services – Vergabe von Dienstleistungen zur Betriebsführung des Abwassernetzes der Samtgemeinde Ilmenau

The administrative district of Ilmenau plans to re-tender the technical and commercial operation of the sewerage network for the entire administrative district area. This includes the areas of the municipalities of Barnstedt, Deutsch-Evern, Embsen and Melbeck. Approximately 20 years ago, a Public-Private-Partnership (PPP) model for the task of wastewater disposal in the administrative district of Ilmenau was tendered as part of a Europe-wide procurement procedure. Wastewater disposal in this context includes only the disposal of mixed and foul water. The disposal of rainwater remains the responsibility of the individual member municipality. Within this structure, the operation of the sewerage network of the administrative district of Ilmenau is provided by the Abwassergesellschaft Ilmenau mbH (AGI). The administrative district of Ilmenau holds 51% of the shares in the AGI, while the private partner holds 49% of the shares. In this context, the fixed assets, such as pipelines and pumping stations, were also transferred to the AGI. There is a corresponding service contract between the AGI and the administrative district, under which the AGI is committed to performing the wastewater disposal obligations of the administrative district. The services required for the operation are provided by a service provider for the AGI. This service contract is now to be re-tendered. At the same time, the AGI will become a 100% municipal company. The previous PPP model will not be continued. Therefore, within the framework of this procurement procedure, a share in the AGI will not be tendered again. The scope of the services tendered here is limited to the operation of the sewerage network.
