Romania – Building construction work – Proiectare și execuție de lucrări aferente obiectivului de investiții Centrul integrat de diagnostic și tratament de zi în oncologie al Spitalului Clinic de Urgență „Prof. Dr. Agrippa Ionescu”, vizat spre finanțare prin Programul Sănătate 2021 - 2027

The procurement of design and execution of works related to the investment objective of the Integrated Day Oncology Diagnostic and Treatment Centre of the „Prof. Dr. Agrippa Ionescu” Balotești Emergency Clinical Hospital, including the following: 1. Design services for the following phases: o Technical documentation for the authorization of construction works (D.T.A.C.), including any studies, approvals, agreements and documentation necessary for the issuance of the construction authorization; o Technical documentation for the authorization of demolition works (D.T.A.D.), including any studies and documentation necessary for the issuance of the demolition authorization; o Technical documentation for the authorization of the organization of works (D.T.O.E.); o Technical execution project (P.T.): • Technical assistance during the execution of the works; • Completion report upon completion of the execution; • Program for monitoring the behavior of the work over time; • „As-built” project. 2. Execution of works; o Preparation of the energy certificate – annex to the acceptance minutes upon completion of the works; o Acceptance upon completion of the works; o Final acceptance of the works. The total estimated value is 45,636,072.63 lei excluding VAT, broken down as follows: - Land arrangement – 136,750.00 lei excluding VAT - Utility costs – 360,000.00 lei excluding VAT - Design, approval, verification and technical assistance by the designer – 986,219.17 lei excluding VAT - Construction, assembly, installations and equipment – 43,764,604.41 lei excluding VAT - Site organization – 321,487.50 lei excluding VAT - Technological tests and trials – 67,011.55 lei excluding VAT. The estimated value does not include the sum related to various and unforeseen expenses. Any request for clarification must be submitted in SEAP (https://e-licitatie.ro/pub). Number of days until which clarifications can be requested before the deadline for submission of tenders: In accordance with the provisions of art. 160 para. (2) of Law no. 98/2016 with subsequent amendments and additions, AC sets the deadline by which economic operators can address requests for clarification, as well as the deadline by which it will respond to all requests for clarification/information, as follows: 1. The deadline by which any interested economic operator has the right to request clarifications/information in relation to the DA is 20 days before the deadline for submission of tenders. 2. AC will respond clearly and completely to all requests for clarification on the 11th day before the deadline for submission of tenders. The deadline for responding to clarifications has been set so that economic operators have an adequate period for analyzing the award documentation and, subsequently, for preparing the tenders in light of the responses provided by the Contracting Authority - purchaser. AC is not obliged to respond to requests for clarification/information that were not submitted within the deadline set in section I.3 of the FDA.
