Germany – Architectural services for buildings – Erweiterung und Umbau der Grundschule um Ganztagsbetreuung und Mensa

At the location Schwarzwaldstr. 4 of the Nikolaus-Kopernikus Primary and Secondary School Hügelsheim, a two-storey new build of a canteen with care rooms is to be constructed. The canteen and lunch service is planned for the ground floor. The upper floor will house facilities for the care of schoolchildren. The existing school building was constructed in 1989/1990. Currently, the facilities at Schwarzwaldstr. 4 are insufficient to accommodate all primary school classes 1 to 4. Therefore, classes 3 and 4 are housed at the secondary school location at Ontario Str. 16 due to capacity reasons. In the existing school building at Schwarzwaldstr. 4, classrooms have been converted into care rooms and a canteen. With the planned new build, all primary school classes are to be cared for and taught at one location again. After completion of the new build, the renovation of the existing building with updating of the fire protection is necessary, so that in the future all classes can be taught and cared for in the facilities at Schwarzwaldstr. 4. Additionally, as part of the new build, the construction of a drainage trench system is planned, which is to serve as a measure to prevent flooding of the basement. Planned schedule:

- Submission of building application: May 2027

- Start of construction: November 2027

- Completion of new build: April 2029

- Renovation of existing building: after completion of new build, mandatory within the summer holidays

The cost estimate (created 10/2023, indexed to 02/2026) amounts to:

- Extension New Build

- KG 300: 2,500,000.00 € gross

- KG 400: 1,000,000.00 € gross

- Renovation

- KG 300: 2,250,000.00 € gross

- KG 400: 880,000.00 € gross

- Additional costs: 250,000.00 € gross 120,000.00 € gross

The subject of this tender is the architectural services for buildings according to §§ 33ff. HOAI with performance phases 4-8, as well as partial services of performance phase 3 with a total of 2.65%:

- Object description

- Cost calculation according to DIN 276 and comparison with the cost estimate

- Update of the schedule

- Compilation, explanation and documentation of the results

Initially, a phased commissioning is planned for the extension measures. In phase 1, the partial services of performance phase 3 and performance phase 4 will be commissioned, and in phase 2, performance phases 5-8. There is no legal entitlement to overall commissioning. The architectural services for the renovation measure are part of the tendered scope of services. However, the commissioning is subject to the proviso that, after completion of the extension measure, no procurement, funding or budgetary reasons prevent the continuation of the existing contractual relationship. If, in particular due to funding requirements, it becomes necessary to award the architectural services for the renovation in a separate tendering procedure, the contracting authority is entitled to refrain from commissioning the renovation or to terminate the contract in this respect. No claims, in particular for commissioning or compensation for damages, can be derived from this by the contractor.
