New construction of a dual school site at Marckmannstraße 60/61 in combination with education-related residential construction in Hamburg-Rothenburgsort - Design services in accordance with §§ 33 HOAI

Description: Single-phase, non-open, high-rise realisation competition, with a preceding qualification competition and subsequent VgV negotiation procedure

SBH | Schulbau Hamburg is tasked with planning, constructing, maintaining, and managing school properties in accordance with economic principles, taking into account educational needs, and leasing approximately 350 schools to the Authority for School, Family and Vocational Training. The school properties include all plots of land and buildings used for educational purposes by state and vocational schools. The total area of all general and vocational state schools is approximately 9.1 million m2, and the main usable area is approximately 3.1 million m2. In this capacity, SBH | Schulbau Hamburg has been commissioned by the BSFB (Authority for School, Family and Vocational Training) to construct a new dual school site with integrated education-related residential construction at Marckmannstraße 60-61 in Hamburg-Rothenburgsort. The following are to be implemented:

New construction of Fritz-Köhne Primary School: 5,338 m2 NRF 25 classrooms with canteen and communal areas, plus 1,320 m2 NRF competition-standard two-court sports hall and 280 m2 NRF movement room; New construction of Special School Marckmannstraße: 4,860 m2 NRF, 18 classrooms plus 640 m2 NRF single-court sports hall and 220 m2 NRF therapy pool and approximately 3,900 m2 GFA education-related housing; New construction of "Education Centre": 910 m2 NRF nursery with 130 places, parent school with 440 m2 NRF and approximately 3,300 m2 GFA education-related housing;

In addition to the integrated residential construction components, approximately 8,700 m2 GFA of further residential construction is to be created on the southern boundary of the site. A lively school quarter is to be created that stands for inclusion and prototypically demonstrates how additional new residential construction can be realised economically on municipal school sites. The schools will remain the pace-setters and drivers – both in terms of timing and functional/structural aspects. They will be networked with each other spatially and programmatically in the future. The school sites at Marckmannstraße 60/61 cover an area of approximately 28,300 m2. They are located in the Rothenburgsort district and are bordered by the main traffic routes Billhorner Deich and Billhorner Röhrendamm as well as adjacent residential and community buildings. A space and function programme for the schools was developed as part of a Phase Zero. In 2025, an urban planning preliminary investigation was carried out by the Hamburg offices of coido architects in collaboration with Bruun & Möllers Landscape Architects and, in close coordination with the BSW, the Hamburg-Mitte District Office, the BSFB, and the SBH. This now forms the urban planning framework for the competition. The construction costs determined for cost groups 300 and 400 in accordance with DIN 276 amount to a total of approximately 62.86 million euros net / approximately 74.81 million euros gross. The construction measures are to be carried out in stages from spring 2027 to summer 2029 (special school) and 2030 (primary school) and handed over to the user. The interim sites for the schools are located outside the school sites. SBH | Schulbau Hamburg is now inviting a single-phase high-rise realisation competition. The offices commissioned to carry out the urban planning preliminary investigation are excluded from participating in the planning competition. This does not affect participation in the jury. The competition procedure is registered with the Hamburg Chamber of Architects under the number NO-02-26-HRW.
