Institut postgraduálního vzdělávání ve zdravotnictvíCzechiaPublished on Aug 27, 2026
No deadline given

Description

The purpose of this above-threshold public contract for supplies, awarded through a negotiated procedure with publication in accordance with Section 60 and following of the Public Procurement Act, is to conclude a contract for the supply and operation, maintenance, and development of a comprehensive information system for a repository of test items (hereinafter referred to as the "Item Bank"). The aim of the solution is to replace the current fragmented records with a modern, secure, and centralized digital platform that ensures high quality and transparency of testing processes.

Main functional units and modules: The supplied software must cover the entire testing lifecycle through the following modules:

1. Test Item Preparation and Review Module – the lifecycle begins with the creation of test items, which authors create and send for verification among reviewers and possibly a guarantor in the given field. During the preparation of test items, authors will be able to use artificial intelligence.

2. Test Item Bank Module – after approval, the test item will be included in the pool of approved items, from which it is then possible to select items for tests, check psychometric data (if the item has already been used in a test), or possibly initiate a review of the question again.

3. Test Compilation Module – based on the assignment, the user selects suitable questions for the test from the list, and again can use artificial intelligence, which, for example, checks the suitability of the test and possibly alerts to redundancy of questions or questions that explain each other.

4. Testing Module – the user selects a created test that they want to share in the form of an exam with selected candidates. After the test is completed, the module evaluates and analyzes the test and individual questions. Information from the analysis of individual questions is fed back into the test item bank for possible re-evaluation.

Use of artificial intelligence (AI): A key part of the solution is the integration of artificial intelligence elements, which will serve as a support for authors in creating questions, predicting difficulty, identifying duplicates or logical inconsistencies in tests, and optimizing the structure of test sets based on historical data.

Technical and security requirements:

• Interoperability: The system must have an open interface (API) for connecting to the systems of universities, healthcare facilities, and e-learning platforms.

• Security: The solution must meet cybersecurity standards and GDPR, include multi-factor authentication (MFA), data encryption (at rest and in transit), and detailed audit logging.

• Infrastructure: The subject of the contract also includes the supply of appropriate hardware (servers, disk storage) and network elements necessary to ensure high availability and redundancy of the system. The contract also includes the integration of the system into the existing ICT infrastructure of the contracting authority, training of individual user roles (administrator, author, reviewer, analyst), and ensuring technical support during the sustainability period of the project.
