The present consultation is subject to the French Public Procurement Code (CCP) in its current version issued by Decree No. 2018-1074 of 26 November 2018 setting out the legislative part and Decree No. 2018-1075 of 3 December 2018 setting out the regulatory part of the French Public Procurement Code (CCP).

This consultation, which concerns macro-lots 2, 3 and 4, is a negotiated procedure in accordance with Articles L. 2124-3, R. 2124-3 to R. 2124-4 and R. 2161-12 to R. 2161-20 of the French Public Procurement Code (CCP) in order to select the companies or groups of companies responsible for carrying out the works of the project for the requalification of the Acropolis of Byrsa and the rehabilitation of the National Museum of Carthage in Tunisia.

This is a restricted procedure in which only the selected candidates will be invited to submit an offer and participate in the negotiations. The present consultation concerns phase 1 - Applications. Thus, in accordance with Article R. 2124-3 CCP, the use of the negotiated procedure is justified by the particular nature and complexity of the services, namely:

- the technical interface complexity between the lots and macro-lots and the integration of heritage constraints;

- the need to organise the macro-lots in phases to allow for the preservation of heritage and the safety of the works;

- the specificity of the museum scenography works requiring precise adaptation to the collections and the identity of the museum;

- the need to adjust the technical and financial solutions proposed by the candidates.
