France – Military vehicles and associated parts – Développement et acquisition de Moyens de Substitution pour la CAValerie (MSCAV) et prestations associées

An MSCAV system is a light vehicle that generically represents the functionalities of armoured vehicles of the JAGUAR type to allow the crew to restore tactical know-how (manoeuvring, deployment of optronic means, internal and external communication) on a real terrain. The crew consists of three people, two of whom are placed in a structure representing the turret (the vehicle commander and the gunner). The objective of representing working conditions and realism is focused on the latter. It is not necessary for the turret to have a rotating structure relative to the body. The vehicle commander and the gunner must have the ability to stick their head out of the vehicle. Firing will not be represented beyond the HMI. The presence of a dummy cannon is required. The representativeness in terms of mobility of the MSCAV system is limited to a minimum all-road capability. The system must be approved to drive on a civilian road and does not require any qualification other than a B driving license to be driven. The operational information and communication systems of the MSCAV will be state supplies, the integration of which must be planned. The observation system, including optical and optronic systems, the physical and software interfaces of the gunner and the vehicle commander, are part of the system to be developed. For the position and working conditions of the driver, representativeness in relation to an armoured vehicle is not sought. The estimated target quantity is: 20 MSCAV systems for the Firm Lot, up to 160 additional for the optional lots (Top), without any commitment from the State.

This is a composite framework agreement (a firm part, optional parts and a part for call-offs). The contract may include one or more optional lots, according to the modalities that will be explained in the consultation file. The services that are the subject of optional lots may be added to the services ordered on a firm basis. The buyer reserves the right not to confirm these lots. The contract, which may present significant technical uncertainties, will include a part for call-offs for the potential purchase of supplies and services that could not be precisely defined in the initial public contract. It is specified that the deadline for the submission of tenders is 04/05/2026 at 12:00 (Paris time). Those listed in section 5.1.12 are in UTC format. This is a defence and security contract. This is a single-source framework agreement. Candidates must specify whether they are applying individually or as part of a group. Candidates are not allowed to submit multiple offers for the framework agreement by acting simultaneously: 1° as individual candidates and as members of one or more groups; 2° as members of several groups. The composition of the groups may be modified, and it is possible to form new ones between the submission of applications and the end of negotiations, if all the members of the new group, presented at the offer stage, have been authorized at the application stage to submit an offer or to participate in it, at least as an accepted subcontractor in the application phase. The newly formed group must meet the requirements relating to the capacities of the candidates. Furthermore, the provisions of Articles R2142-23 and R2342-14 of the CCP apply. Signature of documents: The documents contained in the application file that require a signature must be signed electronically by a person authorized to commit the company (with the name, first name, and position of the signatory, and with the company's stamp). For the offer phase, all signatures of the documents contained in the offers must be certified electronic signatures, in the sense of Annex 12 of the Public Procurement Code, of a person authorized to commit the company. If the signatory of the documents does not appear in the public information via the SIREN number or the equivalent document for candidates established abroad, any document attesting to the signatory's capacity to commit the company. As for electronic files, a signed zip file is not a valid signature for the documents it contains. Each document for which a signature is required must be signed electronically and separately by a person authorized to commit the company. A scanned handwritten signature cannot replace the electronic signature. The provision of all the elements/documents listed in sections 2.1.6, 5.1.9, 5.1.12 is crucial, on pain of rejection of the economic operator's application. In accordance with Article R 2342-7 of the Public Procurement Code, this procedure is not open to economic operators from third countries to the European Union or the European Economic Area. The procedure remains open to subcontractors (subcontractors or subcontractors not having the character of a subcontractor) from third countries.
