Description

The detailed subject of the contract is as follows: supply of day/night optronic recognition and identification systems on board Surveillance Frigates (FS – Floréal class), patrol vessels and scientific vessels (PP, BHO, BEGM) of the French Navy, on-board installation, maintenance in operational condition and associated services. The optronic system is composed of at least one day channel and one infrared channel and has a laser rangefinder to measure the distance of mobile targets. Part of the systems in question must allow the integration of artificial intelligence (AI) capabilities to improve detection and identification assistance. It must notably meet the requirements for recognition and identification in severe weather and environmental conditions (polar or tropical climate), while ensuring the following missions: - Allow day and night recognition, identification and automatic tracking at a distance greater than 7 Nq in detection and greater than 5 Nq in identification; - Ensure forward observation that maximizes the field of view of the sensor; - Allow, via the human/machine interface (HMI), the visualization of the azimuth, bearing, site and distance of the tracked target; - Allow the reception of target designations from a navigation radar or a combat system depending on the capabilities of the carrier; - Ensure the recording and extraction of data according to non-proprietary standards (USB ports, "snapshot" function, JPEG, MP4 format). The contract may include, without the State being committed at this stage of the procedure, the following services: - study of integration of the system for each type of carrier, - supply of the system and implementation of its integration/deployment on board each of the aforementioned vessels, - dockside (HAT) and at-sea (SAT) trials, - initial maintenance in operational condition (including spares), - associated services including in particular training, user and maintenance documentation and incremental improvement of artificial intelligence capabilities. The services will take place in naval bases of the French Navy in Metropolitan France or in the DROM-COM depending on the home ports of the vessels in question. In addition to a firm lot, the contract may include several optional lots according to the modalities that will be explained in the consultation file. The buyer reserves the right not to confirm these lots. The contract may also provide for a part on call-off orders for the acquisition and deployment of additional systems. The final total quantity targeted is in the order of 10 to 20 systems including the part on call-off orders. It is specified that the deadline for the submission of tenders is 23/07/2026 at 16:00 (Paris time). Those listed in section 5.1.12 are in UTC format. This is a Defence and Security Contract.
