Description

European Framework Agreement Sourcing Hard-to-Fill Vacancies

Description

The aim of this procurement is to select five market parties to submit a Registration for the Framework Agreement Sourcing Hard-to-Fill Vacancies. The preliminary selection guide has been drawn up as part of the first phase of the European non-open procurement procedure. This means that the procurement consists of two phases. In the first phase, all interested undertakings may Register for participation in the procurement, after which a selection will be made on the basis of minimum requirements and Selection Criteria. The objective of this selection guide is as follows:

- to inform interested undertakings about the content of the project;

- to explain the way to Register for Interested Parties;

- to describe the grounds for exclusion, suitability requirements and Selection Criteria to which Interested Parties must adhere in their Registration;

- to explain the way in which the Registrations will be assessed.

The selected Interested Parties (Registrants) will then, in the second phase (which is no longer open), receive an invitation to submit a Registration. It is intended to select and invite 5 Interested Parties to submit a Registration.

Current Situation

Due to tightness in the labour market, tenders have been issued in recent years for the sourcing of candidates for hard-to-fill vacancies. Due to exceeding the European procurement threshold, WSRL has had to procure this tender at the European level.

Desired Situation

WSRL wishes to enter into a framework agreement with one party for the sourcing of candidates for hard-to-fill vacancies. By hard-to-fill vacancies, WSRL means functions where the target group to be approached is scarce and the demand, in similar organisations such as WSRL, is relatively high. This assignment concerns exclusively sourcing services (searching, identifying, approaching, enthusing and delivering potential candidates). Candidates and search output must be fully transferred to WSRL. Selection, assessment, interviews, reference checks, negotiations, placement and reward on the basis of appointment (success fee/percentage annual salary) are not part of the assignment. When sourcing, ‘sourcers’ actively search for suitable candidates for a specific (often hard-to-fill) vacancy, instead of waiting for candidates to register themselves. This often happens via platforms such as LinkedIn and other professional networks. The aim is to reach the latent job seeker who (currently) is not actively looking for a new job but is open to interesting opportunities. Only vacancies will be issued with the Contractor in which the candidate, upon placement, enters into service exclusively directly with WSRL, without the intervention of the Contractor. These can be vacancies within various target groups of the Client.

The service provision involves an effort obligation. The Awarding Authority retains the right at all times to select or not to select candidates proposed and invites candidates exclusively at its own discretion for interviews. WSRL is looking for a Contractor who operates proactively, both thoughtfully and advisory within the framework of this assignment, as well as executing with regard to the above and is able to adapt the strategy on the basis of feedback and changing needs. A broad and relevant network is essential.
