The subject of the procurement procedure is the award of a contract for metering services and supplementary (IT) services for Stadtwerke Saarbrücken Netz AG. The contractor must provide the following services, which are divided into eight pillars: (1) Installation and operational service for all supply types (electricity, gas, water, district heating), in particular calibration exchange, complaint, new, conversion and decommissioning exchange, condition checks including sample testing according to MessEG, commissioning of intelligent metering systems and optionally the lockout field service; (2) iMSys-Lifecycle including MDM, GWA, CLS and EMT, in particular platform operation and process services around intelligent metering systems: Gateway Administration (GWA), Meter Data Management (MDM), CLS/control box management according to §14a EnWG and §9 EEG as well as EMT functions for the handover to the market communication of the client; (3) On-site readings in all supply types: organisation and execution of the reading processes including key date reading, shaft reading, interim reading as well as customer self-reading management (KSA) with digital and paper campaigns; (4) Connectivity for remote reading and control: operation of a LoRaWAN network (or migration of the inventory to alternative mobile LPWA technologies) as well as special remote reading solutions. M2M mobile will be provided by the client themselves and is listed as an optional service within this procurement; (5) Data and portal solutions for five functional use cases: customer self-reading portal, end customer appointment portal, final consumer portal according to §61 and §62 MsbG, internal visualisation and dispatch portal for SW Saarbrücken Netz, as well as internal energy data portal with load curve visualisation; multi-portal architectures are permitted; (6) Standpipe management: complete management of mobile water extraction points including provision, rental, return, billing, maintenance and hygiene; (7) Strategic MSB control: an independent, supervisory control function with the tasks of device and asset strategy, regulatory early warning system (BSI-TR-03109, MsbG, §14a EnWG, AGFW, DVGW, MessEG), 1:n optimisation planning as well as data quality control. This pillar is flanked by a binding incentive system with result KPIs (complaint rate, data availability of remotely read devices, calibration exchange hit rate, 1:n bundling rate) with malus regulations as well as bonus positions (efficiency, quality, regulatory bonus). The written concept of the bidder for strategic control within the operational operation is part of the concept evaluation; (8) Optional SAP-supported processing: MSB processing services in the client's SAP S/4HANA system, advertised as a hourly rate inquiry.
