Denmark – Construction work – Udbud af sikringsentreprise i forbindelse med etablering og drift af Vestsjælland Arrest

The present procurement concerns the award of a framework contract for construction work, including all security-related aspects of the establishment and operation of Vestsjælland Arrest, as well as a two-year service agreement including support after the building is commissioned. In addition, an option for up to five years of service agreement including support is offered. The procurement is carried out as a negotiated procedure following the publication of a contract notice, pursuant to Article 26 of the Defence and Security Directive (Directive 2009/81/EC of 13 July 2009), and thus includes a tender phase in which only pre-qualified applicants have the opportunity to submit initial tenders. Danmarks Fængsler must establish a new prison in Slagelse. The prison will be a modern and contemporary institution with detention and correctional facilities in a flexible structure, with safety and security that supports effective work processes for the benefit of both staff, inmates and visitors. The prison is established in an agricultural landscape with fields as neighbours to the north and east, while there are smaller agricultural buildings and private homes and gardens to the west. The prison is established on an area of approximately 34 Ha and in a relatively hilly terrain. Within the specified project area, the terrain is hilly with over 28 m difference between the highest and lowest point. The buildings are established in one to two storeys, placed scattered on the site, connected by a road and path system. The total floor area of the buildings is approximately 46,000 m2. The prison's structure is divided into the following main functions: entrance and goods functions, detention units, specially secured detention building, common functions (including employment, health and leisure facilities), staff functions and support functions. Furthermore, reference is made to Annex 1 for a more detailed project description. The construction is tendered in two frameworks: one for construction and building framework and one for security framework. The present procurement concerns the security framework. The tendered contract is not divided into sub-contracts. The contracting authority has, on the basis of economic and market-related considerations, assessed that it is not appropriate to make such a division.
