France – Security services – Prestations d’exploitation 24/7 d’un Poste Central de Sécurité (PCS), implanté sur un site GRDF, pour la supervision des flux de vidéosurveillance et le traitement des événements sûreté

The Real Estate and Mobility Department of GRDF wishes to set up a contract for the operation of video surveillance and security events on GRDF sites at a central security post (the "PCS") established in Île-de-France in the Essonne department on a GRDF leased site. The establishment of the PCS, the installation of the equipment, its maintenance and the upkeep of the building are the exclusive responsibility of GRDF or any third party designated by it. The Services consist of a fixed part and a part on order form

Fixed Part: Minimum core of at least one FTE present 24/7 for:

• Real-time supervision of video flows (approximately 1,500 cameras distributed across 176 target sites). Supervision and video surveillance are managed via the Genetec software

• Processing and qualification of security alerts and incidents according to GRDF procedures, including in particular the control of site access, which is managed by the TIL software

• Collaboration and coordination with the remote surveillance operator in charge of intrusion alarms and physical doubt lifting

• Coordination with GRDF representatives and third parties designated by it

• Production of reports and performance indicators

• A rapid and reliable doubt-lifting capability in the event of an alert or incident from the video or access control

Order Form Part:

• Ad hoc intervention on request from GRDF

Activities related to the installation, maintenance or evolution of equipment (cameras, servers, network) are not within the scope of the present contract and are covered by separate contracts.

Criteria for selection of applications

1- Technical and professional capabilities, to be developed in Point E of the present application dossier (weighting 90%).

Quality and relevance of 3 recent references for the operation of a dedicated central security post for a client similar in size to GRDF

Technical means implemented by the company in relation to the contract

Average staff in relation to the contract (internal and external staff)

2- Economic and financial capabilities, (weighting 10%).

These capabilities will be assessed in light of the financial capabilities available to the candidate to ensure the proper and complete execution of the subject of the present contract notice:

Minimum required requirements

The candidate must prove to be the holder of a professional card from the CNAPS as well as its directors. Pursuant to Article R2142-7 of the Public Procurement Code, candidates are informed that a minimum turnover is required to tender, and the candidate's minimum annual turnover based on the requested documents must be 800,000 € (eight hundred thousand euros) for the last known financial year.
