The Diakoniewerk Martinsberg plans the comprehensive renovation of the Special Educational Support Centre (School am Martinsberg) on the plot Flur-Nr. 994 and 1004/1 in 95119 Naila, Neulandstraße / Gartenstraße. The "School am Martinsberg" is a private Special Educational Support Centre for the focus areas of Learning, Language and Behaviour. It originates from the "Children's Home-Salvation House" founded in 1851 by the sponsoring association Diakoniewerk Martinsberg e.V. In the early 1970s, the school moved into its newly constructed school building in Naila, which has since been slightly expanded but not substantially renovated. In 2021, the board of the sponsoring association decided on a comprehensive renovation. For this purpose, an updated space programme was developed with the Regierung v. Oberfranken as the basis for funding, which, in addition to the renovation of the existing building, also identified an extension requirement. The legally required parking spaces will be created as part of the renewal of the outdoor facilities on the plot. The plot is located in the southern part of the town of Naila. To the west and north, the plot is bordered by residential building land, and to the south and east by mixed building land. The town centre of Naila and the train station are within a 10-minute walking distance. The sponsor's own children and youth village is 15 minutes' walk away to the south. In addition to local traffic, there is also pick-up and delivery traffic in the area of Gartenstraße due to the support centre. As part of the planning, an adequate number of car and bicycle parking spaces will be created on the plot, and the bus stops for school bus traffic will be set up. Via the nearby Staatsstraße 2195 and Bundesstraße 173, there is a connection for supra-local traffic in the direction of Selbitz, Schwarzenbach, Geroldsgrün, Bad Steben, Lichtenberg and Berg. The site slopes down from Gartenstraße to the south-east by almost one storey. The rooms in the basement of the existing building, which face the courtyard, are thus naturally lit by windows. The extension building will be created on the largely level courtyard area in the south-western part of the plot and will connect barrier-free to the existing building. The existing school site is fully developed. In coordination with the responsible sewage authority, an additional sewer connection is planned. No further development measures are required for the planned measure. There is a pre-study which is aimed at the implementation of the services subject to the procedure with the same planning and construction task. The pre-study partly has the character of preliminary planning according to phases 1-2 according to § 34 HOAI. The pre-study was created in 2023. However, due to changed framework conditions in the meantime, an adaptation requirement in the space programme is to be expected. This includes, in particular, the predicted higher number of pupils, which will probably make the establishment of at least one more school class necessary. In addition, the school's teaching swimming pool is no longer to be operated in the future, so that the areas become available and can possibly be used for new purposes and functions. In addition, there are non-fundable rooms or areas whose evaluation and functional allocation are to be reassessed as part of the update. Against this background, the bidders are to take up the existing pre-study and further develop it. For this reason, phases 1 and 2 according to § 34 HOAI - even though these are already partially available - are being tendered again. In phase 2, further variants are to be developed which fully and traceably take into account the aforementioned developments in the space programme and the adapted planning and construction task.
