France – Ammunition for firearms and warfare – Qualification, production et fourniture de munitions de calibre 12,7×99mm

This framework agreement covers the qualification, production and supply of 12.7×99mm NATO standard ordinary and tracer ammunition. It is specified that the deadline for the submission of tenders is 29/07/2026 at 10:00 (Paris time). Those listed in section 5.1.12 are in UTC format.----- The 12.7×99mm NATO standard ordinary and tracer ammunition, primer, powder and metallic elements (bullet and case) will be produced in the territory of the European Union (EU) or the European Economic Area (EEA). The framework agreement provides for an industrial qualification phase for the ammunition before the production phases. Under this item, industrial tests will be carried out using a Browning Machine Gun .50 M2HB, which the contractor must therefore possess. For the qualification, it is expected that the contractor will qualify the ordinary and tracer ammunition. The qualification of the ammunition must take place less than 18 months after the notification of the framework agreement.----- This framework agreement will firmly order the production and supply of approximately 1 million 12.7×99mm NATO standard ordinary ammunition and approximately 1 million 12.7×99mm NATO standard mixed ammunition, comprising ordinary and tracer bullets (4+1). The delivery of the ammunition must take place less than 24 months after their qualification. This framework agreement will provide for the possibility of placing additional orders for ammunition throughout its lifetime under a call-off contract, with orders envisaged annually.----- The estimated amount listed in section 2.1.3 corresponds to an overall estimate for the framework agreement project, without commitment on the part of the State.----- In addition to section 5.1.15: This is a composite framework agreement (firm part with call-off part).----- This is a single-source framework agreement.----- As the contract may present significant technical uncertainties, it will include a provisional allowance for the potential purchase of supplies and services that could not be defined precisely in the initial public tender.----- Candidates must specify whether they are applying alone or as a group. The form of the group is not imposed.----- It is forbidden for candidates to submit, for the framework agreement, several offers by acting at the same time: 1. as individual candidates and members of one or more groups; 2. as members of several groups.
