Netherlands – Construction work for swimming pool – Ontwerp en realisatie nieuw zwembad Deurne

The contract involves the design and construction of a new public swimming pool in the municipality of Deurne. Due to the complexity of the project, a conscious choice has been made for an integrated contract, in this case a Design and Build agreement (hereinafter: D&B agreement) based on the UAV-GC 2025. The Uniform Administrative Conditions for Integrated Contract Forms 2005 (UAV-GC 2025) apply to the contract to be awarded. For this contract, a preliminary task-based budget of € 13,325,000,-, excluding VAT, has been set based on the current program of requirements (hereinafter: PvE). See also paragraph 2.5 of the selection guide for this. With a D&B agreement, there is a combined contract because design and execution are included in one contract. By incorporating execution knowledge into the design phase, better integration of the program of requirements, design, and execution is aimed for. The municipality thereby aims to achieve an efficiently built design. In addition to the better coordination between design and realization, this approach results in a lower error rate because there is no transfer from the designing party to the executing party. Any subdivision of the contract into lots would negate the aforementioned advantages. For this reason, the contract will not be divided into lots. Within the contract, there are, in the opinion of the contracting authority, sufficient opportunities, such as combinations of contractors and cooperation agreements between contractors and architects, through which SMEs can participate. The intended start period of the contract is October 2026.
