France – Sports facilities operation services – CONCESSION DE SERVICE PUBLIC POUR L’EXPLOITATION DU COMPLEXE MULTI-RAQUETTES DU SITE DU GOLF DE MOLIETS-ET-MAA

This contract concerns the operation, rehabilitation, modernisation and revitalisation of the Multi-court complex at the Moliets-et-Maâ Golf site. It is an open procedure subject to the provisions of Articles L. 1411-1 and following of the CGCT. The present contract will take effect from 1 January 2027 and will end on 31 May 2040. Its total duration is 13 years and 5 months. The concession period is deemed to allow for the amortisation of the works carried out by the Concessionaire. It has also been determined to coincide with the expiry of the public service delegation contract for the golf course concluded with the Résonance Group (1 June 2025 – 31 May 2040), allowing the Mixed Syndicate to manage the overall site at the expiry of the two contracts. The delegate will be in charge of the following tasks: - Management and operation of all equipment made available (indoor and outdoor courts, Tennis Club House, ancillary buildings); - Maintenance of a "tennis" focus on the site, with the aim of developing complementary sports and leisure activities: candidates freely proposing the complementary activities in line with their project, in accordance with the public service constraints defined below; - Implementation of the investments necessary for the rehabilitation, modernisation and revitalisation of the site; - Collection of operating revenues from users and, where applicable, from third parties; - No financial contribution from the Mixed Syndicate is envisaged. The Concessionaire carries out the activity at its own risk and expense, and remunerates itself exclusively through the operating revenues from the conceded activities, the revenues related to the authorised ancillary activities and, in general, all revenues related to the operation of the service which is the subject of the concession. The Concessionaire must have a registration number with the Fédération Française de Tennis (FFT). This may require the establishment of a sports association. Beyond institutional affiliation, the Concessionaire is required to establish a structural partnership with the Landes Tennis Departmental Committee (FFT). In order to enable candidates to assess the characteristics of the premises, the Syndicate is organising a site visit for candidates who wish to do so. Candidates are informed that no further requests for a visit will be accepted by the Syndicate as of Monday 6 July 2026 – 12:00. The meeting point will be set on the site.
