Germany – Repair and maintenance services – COSMOS - Struktur

The subject of the tender is inspection, maintenance and support services for offshore converter platforms in the German exclusive economic zone (EEZ). The scope of services includes the following lots: Lot 1 – Structural inspections according to BSH standard Lot 2 – Steel construction and corrosion protection Lot 3 – Scaffold construction Contract duration: 01.03.2028 - 28.02.2033 with one (1) extension option for 36 months Evaluation criteria: - Price: 50% - Commercial contract clauses (contract penalties): 10% - Concept for service provision: 40% (75% capacity / technical solution & 25% HSE) Negotiation with how many bidders (possibly per lot): five (5) To protect the confidentiality of the contracting authority's information in the tender documents, a confidentiality agreement (NDA) must be concluded. After a successful plausibility check, the contracting authority will grant bidders access to the tender documents. This does not imply that the contracting authority certifies the bidder's suitability for further participation in the tender procedure. In this regard, the contracting authority will send separate invitations to submit offers to the bidders admitted to the tender procedure after the deadline for submitting the application for participation has expired. The application for participation must be received in good time, and at the latest by 13.11.2026 at 12:00 (CET) via the e-procurement platform Mercell. Individual deadline extensions will not be granted. Notes on the submission of applications for participation: Submission of the application for participation by post, by e-mail or by fax is not permitted. A breach of this requirement may result in the application for participation being excluded. Information or documents that are not in the German language must be accompanied by a certified translation. The contracting authority considers signatures for the participation competition in digital form (e-signature or scan) and without a stamp or in text form according to § 126 b BGB as sufficient.
