This framework agreement aims to ensure the maintenance of the radio park of various DGA Essais de Missiles sites in Landes, Gironde and Méditerranée by keeping the existing and deployed radio systems and equipment in operational condition (MCO) through preventive or corrective maintenance and ordinary overhaul (MHO), by supplying radio equipment, by exceptional overhaul (MHE) of systems to be refurbished or upgraded, by regulatory overhaul (MHR) of the cybersecurity of dedicated information systems, and by keeping said IS in a state of security (MCS). Assistance in the use of DGA personnel with equipment and software will also be part of the services of this framework agreement.
The deadline for submission of tenders is 03/07/2026 at 11:00 (Paris time). Those listed in section 5.1.12 are in UTC format.
This is a Defence or Security Contract.
The estimated quantity/volume for the AC project is not binding on the State. Indicatively, over one year, this includes preventive maintenance: 1 initial assessment and 1 maintenance plan per year for each of the 3 sites; corrective maintenance: approximately 1 expertise, 2 MCS of IS and 5 repairs per year; supply: around €150,000 per year; approximately 1 study of the evolution or refurbishment of radio systems per year; over the duration of the AC: approximately 4 MHE.
In addition to section 5.1.15: This is a composite framework agreement (fixed part with part on call-off orders and a part on subsequent contracts). This is a single-source framework agreement.
The maximum amount indicated in sections 2 and 5 below is exclusive of tax.
Candidates must specify whether they are applying individually or as a group.
Candidates are not allowed to submit multiple offers for the AC by acting simultaneously: 1. as individual candidates and as members of one or more groups; 2. as members of several groups.
The composition of the groups may be modified, and new ones may be formed between the submission of applications and the end of negotiations, provided that all members of the new group, presented at the tender stage, have been authorized at the application stage to submit an offer or to participate in it, at least as an accepted subcontractor in the application phase. The newly formed group must meet the requirements relating to the capacities of the candidates.
In addition, the provisions of Articles R2142-23 and R2342-14 of the CCP apply.
Signature of documents: Documents contained in the application file requiring a signature must be signed by a person authorized to commit the company (with indication of the first and last name, position of the signatory, and with the company stamp). If the signatory of the documents does not appear in the public information via the SIREN number, any document attesting to the signatory's capacity to commit the company must be provided.
Regarding electronic files, a signed zip file does not count as a signature of the documents it contains. Each document for which a signature is required must be signed electronically and separately by a person authorized to commit the company (cf. ''Modalities of transmission of tenders'' referred to in section 2.1.4).
A scanned handwritten signature cannot replace the electronic signature. All members of the group must opt for the same signature format (handwritten or electronic) without the possibility of mixing the two types of signatures.
The provision of all the elements/documents listed in sections 2.1.6, 5.1.9, 5.1.12 is mandatory, on pain of rejection of the economic operator's application. Documents submitted in support of applications in a language other than French must be accompanied by a translation into French. Only the French version is authentic. In accordance with Article R 2342-7 of the Public Procurement Code, this procedure is not open to economic operators from third countries to the European Union or the European Economic Area.
