The subject of the procurement is the vocational rehabilitation assessment arranged by the Social Insurance Institution of Finland (Kela) for its Swedish-speaking clients. The procurement is conducted nationwide. Only a service provider's site can be offered as the location for arranging the Swedish-speaking vocational rehabilitation assessment, if the site is located as follows: - in the region of Ostrobothnia (area 1) or - within 30 km of the centre of Turku (area 2) or - within 20 km of the centre of Helsinki (area 3) The service provider must always arrange accommodation and full-care services for the rehabilitees according to their needs and in accordance with the service description. The rehabilitation is carried out as vocational rehabilitation in accordance with the Act on Rehabilitation Benefits and Rehabilitation Grants (566/2005, hereinafter KKRL or Kela's Rehabilitation Act) Sections 6, 7 and 7a. Kela's clients' rehabilitation will start from 1 January 2027 onwards. The vocational rehabilitation assessment is targeted at • a client whose illness or disability has caused or is expected to cause a significant deterioration in the client's ability to work or study and earning opportunities in the near future (KKRL Section 6). • a client aged 16-29 whose functional capacity has significantly deteriorated (KKRL Section 7a). The client's functional capacity has significantly deteriorated if the deterioration in functional capacity restricts their future planning or access to education or working life or prevents them from continuing their studies. o Young people's vocational rehabilitation is intended for a client whose functional capacity has significantly deteriorated for reasons other than illness. The vocational rehabilitation assessment is carried out in accordance with the following service description (in force from 1 January 2027 onwards): - Vocational rehabilitation assessment in Kela's rehabilitation service description and its appendices (1-4) defines the content and quality requirements of Kela's arranged rehabilitation. The service description and its appendices are applied simultaneously in the implementation of Kela's arranged rehabilitation. The service description is, however, always primary in relation to its appendices. The service provider must follow the guidelines published in the section partners / rehabilitation services / Guidelines for service providers on Kela's website, which are binding as part of the implementation of the service. The aforementioned service description and its appendices are hereinafter referred to in this tender as the "rehabilitation service description". The rehabilitation service description is in force from 1 January 2027. The bidder undertakes to comply with the rehabilitation service description for the entire term of the contract. The bidder undertakes to implement the rehabilitation of those clients whose entitlement to the rehabilitation service in question has started during the validity of the contract, even if the client's rehabilitation is fully or partially implemented after the end of the contract period. A separate tender must be submitted for each service location offered. The bidder may submit only one tender per service location. This is considered to be one service location, even if there are two different addresses for the premises, but in reality it is the same service location (e.g. entrances from two different streets or service locations are located in different wings/floors of the same street address).
